The Ministry of Foreign Affairs, European Union and Cooperation has contributed a total of 50 million euros in 2025 to the Emergency Coalition for Palestine through the Palestinian-European Mechanism for Management of Socio-Economic Aid. This figure comes after the Council of Ministers today gave the go-ahead for an additional contribution of 46 million euros.
This new contribution is one of the largest voluntary contributions that Spain has ever made to a single institution, adding to the four million already disbursed by the Spanish Agency for International Development Cooperation (AECID).
With this new contribution, the Spanish Government reaffirms its commitment to the Palestinian Authority as a partner for peace, redoubling efforts to ensure its viability while the Israeli government freezes the transfer of tax revenues exceeding 3 billion dollars (around 2.9 billion euros).
On 26 September, Spain, together with Saudi Arabia, Norway and France, launched the Emergency Coalition for Palestine to ease the pressure on the Palestinian Authority regarding the payment of salaries and pensions for civil servants, hospitals in East Jerusalem, and the most vulnerable Palestinian families.
The Ministry of Foreign Affairs, European Union and Cooperation considers that a strong Palestinian Authority is the only alternative for governance in Gaza and the West Bank, and the only guarantee for achieving stability, peace and a secure environment for the entire region.
Ibero-American Summit 2026 Report
The minister also presented to the Council of Ministers a report on preparations for the Ibero-American Summit to be hosted by Madrid in 2026 and everything it entails, covering not only the Summit of Heads of State and Government itself but also the preparation, coordination, and promotion of ministerial meetings, forums, and gatherings that make up the Ibero-American Conference.
Albares emphasised, together with the rest of the Cabinet, that the careful management of these preparatory tasks will determine the outcomes and success of the Summit, for which he expects a high level of participation, a consensual final declaration, and a set of tangible results that have an impact for citizens.
The report presented today by Albares concludes that Spain, as Secretariat pro tempore, is committed to organising a Summit that consolidates the Ibero-American system, strengthens the Ibero-American voice in the world, and provides concrete responses for citizens.
The minister also detailed that the process is underway, with an ambitious agenda that should culminate in Madrid in 2026 with a Summit of high political, social and media impact.
