Albares presents organisational milestones to autonomous communities ahead of Ibero-American Summit

The Minister presented the “roadmap” prior to the Madrid Summit, with the aim of giving a voice to all the actors contributing to the development of the Ibero-American Community of Nations

The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, fulfilled today, Tuesday 28 October, his parliamentary commitment to report on the organisation of the Ibero-American Summit of Heads of State and Government, which will take place in Madrid on 4 and 5 November 2026. He met with representatives of Spain’s autonomous communities to present the key organisational milestones in preparation for the event. 

Albares explained that, since Spain assumed the Secretariat pro tempore, he has stressed that the preparation of this Summit — as well as the ministerial meetings, forums and encounters that precede it — must form part of an inclusive and participatory process in which all relevant actors contributing to the construction of the Ibero-American Community of Nations have a voice. 

In this context, he expressed his particular interest in sharing the strategic lines and the objectives of the Madrid Summit, while also listening to and incorporating the contributions of the autonomous communities into the preparatory work being carried out by the various ministerial departments, which should ultimately deliver concrete results.

The Minister presented the “roadmap” that Spain will implement throughout 2025 and 2026, and which makes up the Ibero-American Conference: the series of ministerial meetings, forums and encounters designed to generate the “results” and initiatives that will later be submitted to the Heads of State.

In this regard, Albares explained that the planned calendar foresees events taking place in different parts of the country, and he called for the collaboration and support of the autonomous community representatives to ensure the success of the Summit.

Shared project

The Minister wanted to convey that this is a shared project among all members of the Ibero-American Community of Nations and that it must therefore be approached from an Ibero-American perspective. “Listening to other countries and involving them in the work is essential to build consensus and ensure the long-term sustainability of the Summit system”, he pointed out. 

And, to this end, he stressed that: “I am counting on all of you, on the valuable human capital of your autonomous communities, to help us put together a calendar that respects territorial balance, and to draw upon the strength of our country and its citizens, who share our deep Ibero-American vocation”.
