What is the Foreign Action Strategy?
Spain’s Foreign Action Strategy 2025-2028 is the framework document that defines the pillars and priorities of our country’s foreign action for the coming four years. It is the product of a broad participatory process that brought together ministries, Autonomous Communities, local authorities, political parties, civil society, the private sector and experts in international relations.
The Strategy sets out Spain’s road map for engaging with the global landscape, identifying our country’s hallmark values, our priority interests and how we will play our role on the world stage.
Main goals of the Strategy
The Strategy is founded on analysis of an international context marked by three systemic shifts: from a rules-based order to power-driven dynamics; from the economic efficiency of globalisation to the pursuit of resilience; and from confidence in progress to uncertainty. In this context, Spain’s response is structured around three primary lines of action:
- A stronger Europe: The Strategy places the pursuit of a more autonomous, more ambitious and more cohesive European Union at the heart of Spain’s foreign action. To achieve this, Spain will support efforts to strengthen Europe’s capacity for action and to increase the joint financing of European public goods. Moreover, Spain will foster greater coordination of European external action, seeking strategic convergence regarding the perception of threats among Member States.
A committed Spain: The Strategy reaffirms Spain’s commitment to international law and the defence of human rights, and champions the preservation, reform and strengthening of the multilateral system, currently in crisis. It calls for more inclusive international governance in areas such as global health, the economy and technology.
Our foreign action will continue to be guided by feminist foreign policy, to defend safe, orderly and regular migration, and to offer leadership on climate diplomacy. Our response to the erosion of global solidarity is to strengthen development cooperation, channelling greater resources to humanitarian action.
- A Spain that strengthens peace and security: The security of Spanish citizens is a key priority. In a world marked by rising conflict, Spain will increase its capabilities and strengthen its commitment to collective defence, the fight against terrorism, disarmament and arms control.
The Strategy also advocates for foreign action aligned with international humanitarian law, aimed at mediation and peacebuilding. It underscores the importance of strengthening democratic resilience against threats such as disinformation, hate speech and malicious use of emerging technologies.
Particular emphasis is placed on the assistance and protection available to the more than three million Spaniards living abroad. In this regard, Spain will continue to modernize its network of consulates to offer a more efficient, more accessible service.
Lastly, Spain will strive to make greater use of economic, scientific and public diplomacy instruments, while strengthening the international promotion of Spain’sculture and languages.

Spain’s Foreign Action Strategy 2025-2028 was presented at the headquarters of the Ministry of Foreign Affairs, European Union and Cooperation at an event hosted by Minister José Manuel Albares, accompanied by public administration representatives, experts and key figures of Spain’s foreign action.
During his speech, the Minister highlighted Spain’s commitment to a stronger and more autonomous Europe, to the defence of multilateralism and to coherent, modern foreign action reflecting Spain’s openness to the world.
