An ambitious strategic framework
The Spain-Africa Strategy represents a roadmap for building stronger and deeper relations with African nations. This plan not only responds to current needs, but also projects a long-term vision that addresses shared challenges, from inclusive economic development to fighting climate change.
The framework is organised in five strategic pillars: strengthening, growing, connecting, protecting and living together. Each pillar reflects a key dimension of the Spain-Africa partnership, and together they chart a path towards a more inclusive and sustainable future.
Strengthen: consolidating diplomatic relations
The first pillar of the Africa Strategy focuses on strengthening political and diplomatic dialogue between Spain and Africa. This includes the organisation of more summits and bilateral visits, as well as deeper dialogue with regional organisations such as the African Union and ECOWAS.
Spain is also expanding its diplomatic presence on the continent by opening new embassies and sectoral offices. These efforts not only strengthen bilateral relations, but also position Spain as a key European and international partner for African countries.
Growing: promoting inclusive development
Economic and social development is essential for any international cooperation strategy. Spain is committed to a more inclusive and sustainable Africa, promoting education, youth employment and responsible investment.
Initiatives such as the creation of new scholarships for young Africans and support for projects under the European Global Gateway programme are some of the most noteworthy priority areas. Spain also seeks to encourage the participation of Spanish companies in key sectors such as infrastructure, digitalisation and energy transition, ensuring that development is mutually beneficial.
Connecting: building bridges between societies
The connection between African and Spanish societies is a cornerstone of this Strategy. Beyond economic ties, cultural and educational exchange is promoted to strengthen mutual understanding.
The increased presence of Cervantes Institutes in Africa and the creation of academic mobility programmes are examples of this commitment to knowledge exchange. Spain is also working to ensure safe and orderly migration by strengthening consular services and circular migration projects.

Supporting the African diaspora(s) and the fight against racism and xenophobia are also key priorities. These actions reflect Spain's commitment to the values of diversity and inclusion, which are essential for living together in peace.
