On 2 March 2026, the Minister for Foreign Affairs presented the
Third National Action Plan on Women, Peace and Security 2025–2030, the government’s roadmap for the comprehensive deployment of this agenda. This plan, drawn up through a participatory process involving civil society organisations, networks of women mediators and human rights defenders, consolidates the institutionalisation of the agenda within Spanish public policy.
Among its main new features are:
- Incorporation of the digital dimension, which is key to the protection and participation of women in technological environments.
- The obligation to integrate a gender perspective into all foreign policy decisions.
- An intersectional and intergenerational approach, which recognises the diversity of women’s and girls’ experiences.
- Five priority lines of action:
o Crisis and conflict prevention
o Full and safe participation of women
o Protection of human rights and combating sexual violence
o Mainstreaming a gender perspective in humanitarian action
o Institutionalisation of the WPS Agenda
Women as agents of peace: Spain’s international commitment
Spain maintains that women are not merely victims of conflict, but key agents in mediation and peacebuilding. It has therefore signed the UN Secretary-General’s Common Commitment to increase their full, equal and meaningful participation in peace processes.
Among the measures promoted by Spain, the following stand out:
- Ibero-American Network of Women Mediators. Spain is part of this network, which promotes the presence of women in diplomacy and conflict resolution, strengthening their capacities and visibility.
- European Union Group of Friends of Mediation. Spain co-chairs this group alongside Finland, promoting a coherent approach that ensures the participation of women in European and international peace processes.
- “Hear Us” Conference of Afghan Women. In December 2025, Spain hosted the third edition of this conference, a crucial platform for amplifying the voices of Afghan women and girls and mobilising international support for their rights.
Defence of human rights and the fight against impunity
Spain considers it essential to combat the norms and structures that perpetuate discrimination. Gender equality and the defence of women’s rights are indispensable conditions for building fairer societies and preventing future conflicts.
In this context:
- Spain makes regular contributions to the UN Fund for Women, Peace and Humanitarian Action, which supports women’s organisations in crisis contexts.
- Spain has supported UN Women since its inception, with a contribution of €7 million in 2025.
- In the field of international justice, Spain supports the work of the International Criminal Court, particularly in the fight against crimes committed against women and girls.
o In 2025, contributions totalling 1.1 million euros were approved, including 300,000 euros for the Trust Fund for the Benefit of Victims.
A firm commitment to a safer and more equal future
On this International Women’s Day for Peace and Disarmament, Spain reaffirms its conviction that lasting peace is only possible when women participate fully in its construction. The Ministry of Foreign Affairs will continue to promote policies, partnerships and resources that ensure that women — in all their diversity — can exercise their leadership in conflict prevention, mediation and the reconstruction of fairer and safer societies.
