Albares welcomes his Guatemalan counterpart amid deepening bilateral relations

  • Foreign Minister Martínez Alvarado has confirmed President Arévalo’s participation in the Ibero-American Summit in Madrid
  • The Spain-Guatemala Partnership Framework 2026-2030 is in the final stages of review and approval

The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, met in Madrid on Tuesday 12 May with his Guatemalan counterpart, Carlos Ramiro Martínez Alvarado, amid increasingly close bilateral ties. The Guatemalan Foreign Minister is once again visiting Spain following his participation in last year’s Financing for Development Conference in Seville, a process in which Guatemala has played an active role. During the meeting, Foreign Minister Martínez Alvarado reaffirmed Guatemala’s strong commitment to the Ibero-American Community and confirmed that President Arévalo will take part in the Ibero-American Summit, to be held in Madrid on 4 and 5 November. 

Albares conveyed to his counterpart Spain’s support for democracy in Guatemala, as well as its commitment to working closely with the country to strengthen democratic stability, uphold the rule of law and reduce inequalities. 

Spanish Cooperation in Guatemala


The Minister also highlighted Spain´s continued commitment to cooperation with Guatemala. In this regard, Spain remains the only European country to maintain a bilateral cooperation presence in the country under the framework of the 2024-2027 Spanish Cooperation Master Plan, which continues to identify Guatemala as a priority partner country. In addition, the Spain-Guatemala Partnership Framework 2026-2030 is currently in the final stages of review and approval. 

The two ministers also discussed other key regional and international issues.
