On Thursday, 18 December, the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, received his Andorran counterpart, Imma Tor, with whom he renewed Spain's support for Andorra's rapprochement with the European Union in the context of the desire to modernise the Andorran economic model and adapt its immigration regime to EU rules.
During the meeting, the two ministers took stock of the good relationship between Spain and Andorra, which covers several levels and was evident in crisis situations such as the fires last summer or, more recently, the dispatch of technicians to control swine fever.
There is also a good working relationship between the EU and Andorra, which allowed Albares and Tor to review the issues of greatest interest to both countries, including the progress made by the bilateral working group on migration issues; the prospects for the Association Agreement and the Border Management Agreement between the EU and Andorra; cross-border cooperation and the implementation of the Entry/Exit System (EES).
In terms of foreign policy, Spain and Andorra share very similar views on global issues, including Russia/Ukraine and multilateralism, as well as the recognition of Palestine adopted in September 2025.
