The Spanish Government strongly condemns the Israeli Government's decisions to repeal the law limiting the acquisition of real estate and the registration of property in the West Bank, as well as the administrative measures granting it jurisdiction over violations of water management, environmental damage or damage to archaeological sites in Areas A and B. These decisions are contrary to international law, alter the statu quo in the West Bank, and threaten the viability and territorial and political unity of a Palestinian State in accordance with the 1967 borders, comprising Gaza and the West Bank, with East Jerusalem as its capita.
The Government reiterates its concern about the successive decisions of the Israeli Government affecting the West Bank, expanding settlements, which are illegal under international law. In this regard, it insists on its condemnation of the approval in December of 19 new settlements, or developments in the E1 project. These measures and any attempt at annexation are unacceptable and jeopardise current efforts to implement the Peace Plan and the ceasefire, increasing the risk of triggering a new wave of violence.
The Spanish Government urges the Israeli Government to comply with its obligations as an occupying power under the Fourth Geneva Convention, and to put an end to its expansionist offensive and the impunity that protects the settlers. We urge all parties to respect their obligations under resolution 2803, and to work towards the implementation of the two-State solution, in accordance with the New York Declaration.
