Driving licenses

​​​The holder of a driving license issued in Spain may apply for its renewal through the Spanish embassy corresponding to his place of residence.

It may also request that a duplicate be issued in the event of theft, loss or damage to the original or when personal data have been altered.

If the holder resides in a Member State of the Euro​pean Union or in another State with which Spain has an agreement on the recognition of driving licenses, he is required to apply to the competent authorities of the country of residence for a change of Spanish driving license.
In this case, it will not be possible to renew or issue a duplicate through the Consular Office, except in the case of Spanish officials seconded abroad.​

Spanish citizens with a legal residence in Romania, holders of a Spanish driving licenses may apply to a replacement of this document by a similar Romanian document, in accordance with Directive 2006/126 / EC of the European Parliament and of the Council of 20 December 2006 on driving licenses.
That directive also provides that the replacement of a driving license as a result of loss or theft may be obtained exclusively from the competent authorities of the Member State in which the holder has his habitual residence.​

Renewal of driving licenses
Procedure

The application shall be submitted in person to the Consular Office corresponding to the residence of the applicant. The physical presence of the applicant is mandatory.
The procedure requires an appointment, which can be obtained by e-mail: emb.bucarest.info@maec.es or by phone at (+40)21 318 10 85.​
Required documents

• Original form signed by the applicant (provided by the Consular Office).
• Expired driving license (original and photocopy). The copy is certified by the Consular Office.
• Identity card or regular passport in force (original and photocopy). The photocopy will be certified by the Consular Office.
• Two recent color photos on a white background, taken from the front, without dark glasses or clothes that prevent the person from being identified - clothing that makes the oval face visible is acceptable.​
• Medical certificate, to be issued by a local doctor, specifying that the applicant is fit for driving. The report shall be accompanied by a photograph of the applicant, which shall be identical to the one attached to the application form (supporting document). The doctor must put his signature on the photo. The Consular Office will authenticate the doctor's signature.
The medical record for the driving license must be presented in original and with an authorized translation into Spanish, apostille (for information about the apostille in The Hague, please consult the website of the Romanian Ministry of Justice or the Republic of Moldova). Before apostille, it is necessary to obtain the "authorization for apostille" at the Public Health Directorate of the county where the document was issued.
• Proof of payment of the renewal fee. The exact amount of the fee is: for 2022 is € 24.58, but if you're over 70 it's free. For more information on fares, please visit the website of the Directorate-General for Traffic.
Payment can be made:
1. Via the Internet, via the electronic headquarters of the Directorate-General for Traffic
2. By accessing with digital certificate, electronic ID or key
3. By bank transfer, for the exact amount in euro, addressed to the headquarters of the traffic:

The concept of the transfer must include, in that order: the applicant's 1st DNI - second name and surname - third license renewal fee.
Important note: The transfer costs are borne by the person concerned.

Processing and delivery

Processing time depends on the provincial traffic location and is variable. On average, it can take several months.
The permit is collected in the consular section of this embassy, ​​in person or through a representative, by appointment, obtained by e-mail: emb.bucarest.info@maec.es or by phone: +40 21 318 10 85. There is also the possibility to authorize its dispatch by a courier company, at the expense of the interested party, with prior notification of this consular section.

2. Procedure
The application shall be submitted in person at the consular post of the place of residence. The physical presence of the applicant is mandatory.
The duplicate of the driving license can be requested exclusively by the holders of a driving license or of a driving license issued in Spain, when they are in Romania and have not acquired their usual residence in the country.
The procedure requires an appointment, which can be obtained by e-mail: emb.bucarest.info@maec.es or by phone: +40 21 318 10 85. The application is submitted to the Consular Section, 3, Arh. Louis Blanc St, Bucharest, sector 1, 011751.

Documents to be submitted

• Application form with original photo voucher signed by the applicant (this form is provided at the consular office at the time of requesting the duplicate).
• Identity card or regular passport in force (original and photocopy). The copy will be certified by the Consular Office.
• In case of theft or loss, the declaration of loss or theft of Spanish documents will be completed, which can be completed at the consular post. This statement does not replace the complaint. Reporting to the local police is not mandatory, but it is very convenient to avoid liability for fraudulent use of the document by third parties.
• In case of damage, the original and the copy of the replacement permit. The copy will be certified by the Consular Office
• Proof of payment of the tax in duplicate. The exact amount of the tax is: 20.60 euros (2021).

3. Payment can be made:

4. Exchange of driving licenses
If the holder of a driving license issued in Spain resides in a Member State of the European Union or in another State with which Spain has an agreement on the recognition of driving licenses, the renewal or issuance of duplicates by consular post may not be processed.
The person concerned must apply for the exchange of his Spanish driving license for a license issued by the competent authorities of the country in which he resides.
For this purpose, Spanish citizens will present the following documents to the Traffic Police in the locality where they reside in Romania:
• Original Spanish driver's license and Romanian translation.
• Spanish passport: Original and a photocopy.
• Residence permit in Romania: Original and photocopy.
• The form containing the applicant's details, completed by the machine.​


5. The medical certification performed in the medical center (polyclinic) of the territorial marking in which the applicant resides, in accordance with art. 57 lit. (C) of the Annex to Government Decision no. 85/2003.
• Psychological certification in accordance with the above regulations.
• The statement before a Romanian notary (declares on his own responsibility) that the Spanish driving license submitted is not false and that the holder does not hold another Spanish or Romanian driving license.
• Receipt of having paid the appropriate fee. Currently the fee is 68 RON and is paid at CEC (House of Savings and Consignments).
• Two photos for driving licenses that are taken at the same traffic police.
The Spanish driving license is valid for driving in Romania for 90 days from its entry into Romania.
