Information on outsourcing national visa applications

From February 14, 2024, all national visa applications from foreigners residing in Lebanon or Syria will be managed by the external service provider, BLS International Limited Services, in accordance with the service concession contract between the General Administration of the State (Ministry of Foreign Affairs, European Union and Cooperation) and the aforementioned company, signed on April 13, 2023.

As a result, to the tasks already carried out by BLS International Limited Services in relation to Schengen visas, the following functions related to national visas are now added:

1. Collect applications and data (including biometric data and digitization of the required application documentation) and transfer them to the Spanish Embassy in Lebanon.

2. Collect visa fees.

3. Manage appointments with applicants at the BLS International Limited Services office through its website (

4. Communicate to the applicant additional documentation, in case of need for correction at the request of the Spanish Embassy in Lebanon.

5. Collect the travel documents from the Spanish Embassy in Lebanon, including, where applicable, the denial notification, for delivery to the applicant.​

BLS International Limited Services will not be involved in the following tasks:

1. Examination of applications.

2. Interviews.

3. Decision on applications.

4. Visa label printing.

5. Fixation of visa labels.

6. Access to the VIS.

The Embassy of Spain in Lebanon works exclusively with BLS International Limited Services under the applicable regulations and the contract signed by the Ministry of Foreign Affairs, European Union and Cooperation. The Embassy of Spain in Lebanon does not work with any other external service provider or with any intermediary (company or individual).
