The Hospital Authority announced an update of the testing requirements for visitors starting from August 1 so as to minimise the risk of spreading the virus in hospitals and enhance protection for patients. Under the new arrangements, all special visitors, including those who are recovered from COVID-19, must provide a negative COVID-19 PCR-based nucleic acid test result obtained within 48 hours.

From 0.00am on July 28, 2022, inbound persons are required to complete the online electronic health declaration of the Department of Health and obtain a QR code before boarding their flights to Hong Kong. More point-to-point transport services to convey inbound persons from airport to designated quarantine hotels

The Government has enhanced the existing free point-to-point transport services for inbound persons, and also introduced new options of self-paid transport services, with a view to shortening the journey time from HKIA to DQHs, a Government spokesman said…DQH taxis operate from 8am to 2am daily. Inbound persons who opt to go to DQHs by taxis at their own expense should inform the staff at the Arrival Hall after completing immigration procedures and baggage claim. They should go to the designated area for waiting and boarding DQH taxis as instructed.

  • The "red code" is meant for those who have confirmed infection by the PCR test. These people, they should have their identity registered, and the "red code" will ensure safety of the rest of the community.
  • For the "yellow code", we meant to use this not actually to increase the restriction but to relieve the restriction imposed on all those inbound travellers. With the "yellow code", we will be able to identify them more precisely, to avoid them from getting into the high-risk areas exposing the community to the risk of infection, and at the same time, we will be able to perhaps reduce the designated hotel quarantine period.

The Department of Health (DH) said on July 27 to further facilitate the self-monitoring of inbound travellers undergoing quarantine at designated quarantine hotels (DQHs), the DH has developed a supplementary platform, "Electronic COVID-19 Medical Surveillance System", for a trial run. Under the trial run, those who stay at DQHs can, acting on their own will, choose to register their rapid antigen test results and personal health status through the system.

 

Government extends existing social distancing measures from July 28 to August 10.

During Quarantine, the confinee must observe the Quarantine Order and stay inside the hotel room at a Designated Quarantine Hotel to undergo compulsory quarantine (until 11:59 pm on the last day). Leaving the room and visitation without prior authorisation is not allowed. The confinee must call hotel receptionist in advance for arranging check out time. He/She must NOT walk out of room or use lifts without hotel arrangementA confinee who has left the hotel room without permission will be prosecuted. The Government will ensure that the confines are staying at the designated hotels by spot checks and telephone calls, etc. The Government has also arranged a dedicated team to inspect the designated hotels. CCTV records kept by hotels may be used for prosecution purpose.

Boarding Requirement for Transit/ transfer Passengers at HKIA

From 1 August 2022, passengers can use Hong Kong International Airport (HKIA) for transit/transfer on flights operated by different airlines. Passengers must hold a confirmed ticket or onward boarding pass departing HKIA within 24 hours of their scheduled time of arrival and baggage are tagged-through to their onward destination. Passengers should also confirm in advance that they are able to enter the final destination. Please check with airlines for details.

Transit/transfer services at HKIA for passengers from airports in Mainland China have resumed from 15 August 2020 and will continue until further notice. However, transit/transfer services to destinations in Mainland China remain unavailable at HKIA.

Immigration Department accepts applications for extension of stay from Hong Kong non-permanent residents outside Hong Kong under pandemic:

The Immigration Department (ImmD) announced that in view of the ongoing COVID-19 pandemic, a new facilitation measure will be implemented with effect from April 8, namely that eligible non-permanent residents who are outside Hong Kong may apply for an extension of stay. Tentatively, the validity of the new measure will expire on December 31, 2022. Depending on the development of the COVID-19 pandemic, the ImmD will review whether to extend the measure in due course.

Except for the Hong Kong International Airport, Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge Control Points, clearance services in other immigration control points will remain suspended until further notice. Operating hours have been adjusted.

El departamento de Inmigración de HK informa que los interesados en solicitar la prórroga de su visado podrán hacerlo presentando la documentación siguiente:

·         Original passport with a validity of at least four weeks before the visa expires

·         Copy of passport

·         Landing slip given on arrival

·         Flight cancellation if any

Inmigración resolverá discrecionalmente caso por caso en función de las circunstancias y la motivación alegada. En todo caso, se deberá presentar el resguardo de solicitud de nuevo pasaporte cuando esté pendiente su renovación a través del Consulado.

Según informa Inmigración, en caso de terminación o rescisión del contrato de trabajo, se podrá permanecer en HK hasta la fecha de caducidad del visado. En caso de obtener nuevo empleo, se deberá comunicar a los servicios de Inmigración.

Foreign residents, aged 12 or above, with Hong Kong Permanent ID, fully vaccinated for more than 14 days with the last vaccine within the last 7 months, not staying in places outside mainland China, Hong Kong and Taiwan 21 days prior to intended travel, could travel to Macau, subject to quarantine. Those younger than 12 of age, and those with a medical certificate of unsuitability for COVID-19 vaccination will be exempt. The requirement of supporting documents and the number of days of quarantine vary according to where you were staying in the last 21 days.

No se puede viajar a Macao a través del aeropuerto internacional de Hong Kong.

Cualquier persona que actualmente se encuentre en Macao y que desee viajar al extranjero a través del Aeropuerto Internacional de Hong Kong deberá utilizar el servicio de autobús “Golden Bus", y se someterá a su llegada al test COVID-19 y posterior cuarentena de 14 días, salvo que haya sido exceptuado del cumplimiento de la cuarentena por motivos humanitarios, en cuyo caso se exigirá una prueba COVID-19 realizada 48 horas antes de embarcar.

Las personas que lleguen a España por vía aérea o marítima desde países que no pertenezcan a la Unión Europea/Schengen podrán ser sometidas a un control sanitario en el primer punto de entrada que incluirá, al menos:

  • la toma de temperatura
  • un control documental
  • control visual sobre su estado físico

 

Se mantienen las otras condiciones sanitarias de entrada mencionadas en la Resolución de 1 de abril de 2022, sobre certificados y presentación del formulario de Spain Travel Health para aquellas personas que no estén provistas de un Certificado Covid Digital UE o equivalente valido: además del visado, cuando proceda, actualmente, se exige a todas las personas que lleguen a España procedentes de países que no pertenezcan a la UE  o no tengan la consideración de asociados Schengen alguno de los siguientes certificados sanitarios:

a) Certificado de vacunación: que confirme que el titular ha recibido una pauta de vacunación contra la COVID-19 válida.

b) Certificado de prueba diagnóstica: que confirme que el titular se ha realizado una prueba diagnóstica negativa. En el caso de PCR, cuya muestra haya sido obtenida dentro de las 72 horas anteriores a la salida. En el caso de test de detección de antígeno incluidos en la lista común de test rápidos de detección de antígeno para COVID-19, cuya muestra haya sido obtenida dentro de las 24 horas anteriores a la salida (se ha rectificado “a la llegada a España" por “salida").

c) Certificado de recuperación: que confirme que, tras un resultado positivo de una prueba diagnóstica, el titular se ha recuperado de una infección por el SARS-CoV-2.

Los menores de 12 años podrán acceder a España sin necesidad de presentar ningún certificado.

Todavía no se ha acordado la equivalencia con el certificado de vacunación de HK, cuyas autoridades suspendieron las negociaciones en enero pasado.

En todo caso y dada la volatilidad de la situación, se recomienda la consulta previa de eventuales requisitos adicionales con su compañía aérea y, en su caso, el consulado del país de tránsito.

A petición del interesado, el Consulado expedirá un certificado sobre la acreditación del laboratorio en España en el que se hayan realizado las pruebas PCR y cualesquiera otras relacionadas con el Covid-19.
