Under-Secretary

Luis Manuel Cuesta Civis was appointed Under-Secretary of the Ministry of Foreign Affairs, the European Union and Cooperation at the Council of Ministers meeting on 27 July 2021.

Born in 1968 in La Pobla de Segur (Lleida province), Mr. Cuesta Civis joined the Diplomatic Corps in 1993. He served as Secretary-General for Defence Policy from 2007-2012; Spanish Ambassador to Tanzania, Burundi, Rwanda, and the East African Community, from 2012 to 2015; and from April 2019 to the present, he was Spain's Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE), in Vienna.

Previously, Mr. Cuesta Civis was a Counsellor for Cultural Promotion at the Spanish Agency for International Cooperation; an expert posted at the UNDP in New York; and he has served at the Spanish Embassies in Bogota, Rome (where he was Spain's alternate governor at the International Fund for Agricultural Development), and in Spain's Permanent Representation to OSCE in Vienna, as the Deputy Representative for Political-Military Affairs, from 2015 to 2019. Mr. Cuesta Civis also served as Diplomatic Counsellor for the Minister of Defence, from 2005 to 2007.
