This registration will include, for those of legal age, their registration in the Absent Resident Electoral Roll (Spanish acronym: CERA) for Spaniards that live overseas. CERA constituents can vote from abroad in the following elections held in Spain:
- Elections for Members of the Upper and Lower Houses of Parliament,
- Regional elections,
- Elections to the European Parliament.
To do this, constituents should present, via an official form, an application to vote addressed to the Provincial Electoral Roll Office of the province of registration no later than 25 days following the call for elections. The application form must be accompanied by a photocopy of the passport or national ID card, issued by the Spanish authorities or, in default thereof, a certification of nationality or of registration in the Consular Register, issued by the corresponding Consular Section.
Once the constituent receives the voting documentation, they may exercise their right to suffrage by choosing one of the following methods:
- Voting by electronic mail to the Consular Post or Consular Section of the Diplomatic Mission in which the constituent is registered no later than five days prior to election day, or
- Depositing the voting slip in the ballot box between the fourth and second day (both inclusive), prior to election day, personally handing over the envelope to the Consular Post or Consular Office at which the constituent is registered or at those places empowered to that end.
The Consular Sections will maintain a service to consult the corresponding electoral lists for a period of eight days as from the sixth day following the call for elections so that CERA constituents can verify their registration thereat and the accuracy of their details and, as the case may be, can present the corresponding claim.
Those constituents registered in the electoral roll of Spaniards resident in Spain (Spanish acronym: CER) who are temporarily overseas can also vote from aboard once the call for elections has been made as listed below when they intend to be in this situation on election day:
- Elections for Members of the Upper and Lowers Houses of Parliament,
- Municipal elections,
- Regional elections,
- Elections to the European Parliament.
To do this, constituents should apply for the documentation to exercise their right to suffrage from aboard from the corresponding Provincial Electoral Roll Office, via the Consular Section where they are registered as a non-resident no later than 25 days following the call for the respective electoral process.
Once the constituent has received the documentation to vote from abroad, they may vote by certified post to the corresponding polling station, at any event prior to three days before the elections are to be held.
