  • José Manuel Albares evaluates relations between the two countries with his Paraguayan counterpart, with particular focus on economic and academic affairs

The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, received the Minister for Foreign Affairs of the Republic of Paraguay, Euclides Acevedo, today at a meeting in which they evaluated the state of bilateral relations and observed the high level of understanding and cooperation that exists between the governments of the two countries.

Minister Acevedo particularly thanked our country for its support in collaborating with Paraguay in fighting the pandemic, through the donation of vaccines and medicines, and highlighted the position taken by the Government of Spain in terms of universal access to the vaccines to combat COVID-19.

The two foreign affairs ministers agreed on the importance of giving visibility and a renewed boost to the extensive, valuable and very intense collaboration between Spain and Paraguay, which currently focuses on the areas of health, gender – including the fight against people trafficking – water and sanitation, education and culture for development. The upcoming trip by Queen Letizia to Paraguay falls within this framework.

They also remarked on the active political dialogue between the two countries, through meetings between high-level authorities and periodic meetings of the Mechanism for Bilateral Political Consultations and Coordination. They also highlighted the efforts made by both parties with a view to promoting commerce and bilateral economic relations, while reaffirming their common aim to step them up.

José Manuel Albares stated that Paraguayan migrants resident in Spain and Spanish residents in Paraguay provide very strong ties that enhance relations between Spain and Paraguay. For his part, the Minister for Foreign Affairs of the Republic of Paraguay referred to the significant academic mobility recorded above all with Spanish universities, while stating that, in order to facilitate them, a Framework Agreement was signed to boost the mobility of talent in Ibero-America.

During the meeting, a Memorandum of Understanding was also signed for academic cooperation between the "Carlos Antonio López" Diplomatic and Consular Academy attached to the Ministry of Foreign Affairs of the Republic of Paraguay and the Diplomatic School attached to the Ministry of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain, which will facilitate, as highlighted by Minister Albares, the performance of collaboration activities, the exchange of information on the respective study programmes, together with cooperation activities in relation to the preparation, perfection and professional updating of their respective diplomatic corps, along with academic exchanges and cooperation to their mutual benefit.

The two ministers also exchanged views on the situation in Ibero-America and its relations with the European Union, on other questions of mutual interest on the multilateral agenda, regarding which both countries share very similar perspectives, founded on respect for international law, the strengthening of multilateralism, the protection and promotion of human rights, the defence of the environment and the consolidation of democratic institutions.
