Ministry of Foreign affairs, European Union and Cooperation moves to its new headquarters at Marqués de Salamanca Palace

​Some 1,300 professionals engaged in the Foreign Service move from three different headquarters as of Monday


The Ministry of Foreign Affairs, European Union and Cooperation begins its move on Monday, 18 October to the emblematic building in Plaza del Marqués de Salamanca in Madrid. Following the conclusion of the refurbishment process of the new headquarters, which integrates its modern new spaces with the recovery of and improvements to the singular and representative elements of the original building, the operation begins to transfer some 1,300 people and a volume of material of close to 6,000 m3 from three different headquarters, which will foreseeably be completed at the end of November.

In the first phase, the Torres Ágora building (in calle Serrano Galvache) will be vacated, followed by the headquarters of the Directorate-General of Spaniards Abroad and Consular Affairs in calle Pechuán. Some of the units will then be transferred to the new building that are currently located at the headquarters of Santa Cruz Palace and Viana Palace in calle del Marqués Viudo de Pontejos and calle de La Bolsa, respectively.

The new headquarters of the ministerial department will house different work areas and multi-purpose rooms to carry on its activities, along with a children’s education centre to facilitate the work/life balance of its employees. The building has a green roof that seeks to contribute to the environmental improvement of the urban environment, combating so-called “heat islands”, improving the insulation of the building and enriching ecological biodiversity.

Sustainability and accessibility

The refurbishment of the new headquarters in Marqués de Salamanca has been designed with a focus on energy efficiency and sustainability. In this regard, the demand for heat has been reduced by correctly insulating the front of the building, renewable energies have been incorporated through photovoltaic panels on the cover, high performance equipment has been installed with refrigerant gases that do not heat up and rainwater recovery systems have been installed. The project has been subjected to the evaluation of the BREEAM sustainable construction certificate.

Accessibility is another of the criteria that have inspired the operations to improve the building. As well as enhancing the physical environments, (removal of architectural barriers), thinking about people with permanent reduced mobility, the design seeks to achieve so-called universal or integral accessibility, whereby all the areas are accessible so that nobody – whether due to reduced mobility or sensory difficulties – has any difficulties in performing their activities autonomously.

In the case of the refurbishment works at the new headquarters in Plaza del Marqués de Salamanca, carried out by the Directorate-General of State Heritage of the Ministry of the Treasury, the whole building is designed to allow people with reduced mobility and communication access and the ability to move round all the interior areas in accordance with prevailing regulations.
