Spanish Cooperation renews development aid to Mozambique for 47 million euros
  • The new agreement will pay special attention to the conflict raging in Cabo Delgado province, in the north of the country and a historical area of action


Spain and Mozambique have just signed a new Country Framework Agreement (Spanish acronym: MAP) for the period 2021-2024, establishing the geographic and sector priorities for joint action between the two governments to foster the development of the people of Mozambique. The development aid managed by Spain for Mozambique will amount to 47 million euros, of which 11 million correspond to delegated European Union cooperation.

At an event held on Thursday at the headquarters of the Spanish Agency for International Development Cooperation (Spanish acronym: AECID), the State Secretary for International Cooperation, Pilar Cancela, and the Deputy Minister for Foreign Affairs and Cooperation of Mozambique, Manuel José Gonçalves, signed a new MAP, that will remain in force for three years and renews the commitment by Spanish Cooperation to the country, which continues to work along the same lines as the previous agreement, entered into for the period 2014-2016.
“Spanish Cooperation with Mozambique is rich, uses multiple instruments and highlights the commitment of Spanish society to the country”, stated Pilar Cancela at the meeting of the 8th Spain-Mozambique Joint Committee. For Manuel José Gonçalves, the signing of the MAP “further boosts the excellent relations that have existed between the two countries for more than 40 years”.

The MAP with Mozambique is the continuation of relations in the field of cooperation that began back in the 1980s through the signing of the Basic Agreement on Scientific and Technical Cooperation between Spain and Mozambique. The humanitarian action of Spanish Cooperation will give fundamental importance to respect for humanitarian principles and for the protection of the rights of those people affected by natural disasters such as cyclones and drought. The deployment, for the first time, of START, as a result of Cyclone Idai in Beira, is a fine example of this.

Under this new MAP, Spanish Cooperation will continue to work as a priority with the northern and southern regions of the country – historical areas of action, where 70% of Spanish funding is currently implemented, with a high presence of NGDOs and of bilateral cooperation.

In accordance with the agreement, Spanish Cooperation will pay special attention to such conflicts as the one raging in Cabo Delgado, in the northern region, which is suffering from a serious situation of insecurity and violence, and hence will continue to be the main beneficiary of projects and funding. In this regard, Spanish Cooperation is among the leading donors within the framework of the reconstruction plan, responding to the call for support from the public authorities. In total, this region will receive 15 million euros of the 47 million under the MAP. Work will also be done in the three provinces of the southern region: Maputo, Gaza and Inhambane.

As regards delegated European Union cooperation to Spanish Cooperation, there are noteworthy projects to fight corruption (implemented by AECID and FIIAPP) and, within the framework of the initiative of the Covenant of Mayors of Sub-Saharan Africa (CoM SSA), actions to adapt to climate change in the Metropolitan Area of Maputo. Furthermore, delegated cooperation from Andalusia and Catalonia has a strong presence in the provinces Cabo Delgado and Inhambane, respectively.

All the actions by Spanish Cooperation in the country will be conceived and implemented from the perspective of gender approaches and the defence of the rights of women, cultural diversity, while taking into account the effects of the COVID-19 pandemic.

Vaccine against malaria
Health is among the different priority sectors, where the specialised medical training programme is developed in Mozambique, which seeks to alleviate the lack of specialised health professionals. The star project in this field is the Manhiça Health Research Centre (CISM), which seeks to find solutions to the main transmissible diseases that specifically affect Mozambique and developing countries in general. The CISM, which has been funded by AECID since the outset, has now been operating for 25 years, and recently managed to create the first vaccine against malaria.
