Spain and Portugal hold second monitoring mechanism of bilateral summits

The State Secretary for the European Union, Juan González Barba, and the State Secretary for Foreign Affairs, Ana Paula Zacarías, held the second meeting in Madrid today of the monitoring mechanism of the commitments taken on by Spain and Portugal at the 31st Bilateral Spain-Portugal Summit, held in Guarda (Portugal) on 10 October 2020.

Today’s meeting, a continuation of the first meeting of the monitoring mechanism held in Lisbon on 4 December 2020, focused on monitoring the dialogue and cooperation between the ministerial departments of the two countries in the period between the holding of bilateral summits, which seeks to make progress and achieve specific results on bilateral cooperation projects.

In the same way as at the previous meeting of the monitoring mechanism, this meeting was held in a hybrid format. Spanish representatives from the Presidency of the Government and from the Ministry of Foreign Affairs, European Union and Cooperation took part in person with Portuguese representatives from the Ministry of Foreign Affairs. On both occasions, representatives also took part from the Ministry for Ecological Transition and Demographic Challenge and from its Portuguese counterpart through the State Secretariat for Internal Administration. On a virtual basis, representatives also took part from the other ministerial departments that participated at the Guarda Summit.

The meeting highlighted the interest in renewing the 1977 Treaty on Friendship and Cooperation with a view to reflecting, in its full scope, the growing intensity and extent of bilateral relations.

It also stressed the need to push through the Common Strategy on Cross-Border Development, highlighting the progress recorded in important areas for the two countries, which have excellent bilateral relations and a common border, and in matters relating to workers, students, infrastructures, energy and healthcare issues, among others.

The meeting provided the two State Secretaries with the chance to discuss the recent Portuguese Presidency of the Council of the European Union, the upcoming Spanish Presidency in 2023, and to address in-depth such issues on the European agenda as the Conference on the Future of Europe and the need to forge synergies to harness the strategic opportunity of the resilience and recovery plans in a coordinated fashion.

Both delegations undertook to continue strengthening bilateral contacts at all levels with a view to presenting substantial results at the next Bilateral Spain-Portugal Summit to be held in Trujillo.
