Ministry of Foreign Affairs promotes framework for citizen consultations on Future of Europe, together with regional governments and FEMP

​The Ministry of Foreign Affairs, European Union and Cooperation (Spanish acronym: MAUEC), the Autonomous Regions and Cities and the Spanish Federation of Municipalities and Provinces (Spanish acronym: FEMP) have jointly introduced a Framework for Citizen Consultations on the Future of Europe at a Spanish level. This exercise is framed within the Conference on the Future of Europe. The aim is for the debate to reach the whole country and thus strengthen the voice of the Spanish people at the Conference.

The Conference on the Future of Europe is a participation process at an EU level that gives citizens the possibility of discussing the challenges and priorities for the future of the EU until the spring of 2022. 

With the aim of ensuring that the voice of the Spanish people is heard and represented in its full diversity, the Spanish Framework for Citizen Consultations will be set in motion on the Future of Europe, which was presented today, and which seeks to fuel the debate and citizen participation throughout Spain, collaborating closely with the Autonomous Regions and Cities, and with local authorities through the Spanish Federation of Municipalities and Provinces.

At a national level, as from this month, the MAUEC will support the holding of four events with the aim of gathering the concerns and expectations of citizens. These will comprise four thematic events on questions of specific current affairs, such as the role of the regions in European governance, the inter-generational pact, the status of European citizenship and the European Union in a context of geo-political rivalry. Two bi-national events will also be held with Portugal and the Netherlands.

At a regional level, the Autonomous Regions and Cities will organise 16 events over the coming months. They will cover a broad range of issues, such as the challenges of mountainous regions, depopulation, cross-border cooperation, Europe and health, relations between the EU and Latin America and the new European Bauhaus, among others.

At a local level, FEMP will organise an event on the role of local authorities and the possibilities of strengthening their role.

The conclusions reached at these events will be brief proposals that will be loaded onto the European Digital Platform set up for the Conference. Furthermore, in order for the results to enrich the European debate, a joint document will be drawn up to take into account the contributions of the Spanish Framework of Consultations on the Future of Europe. This document will also be borne in mind during the reflection process regarding the priorities of the Spanish Presidency of the Council of the EU in 2023.

The State Secretary for the European Union, Juan González-Barba, highlighted that “considering the pro-European nature of Spanish society and the boost our country has given to progress on the European integration process, this Conference is a great opportunity for Spain, particularly with a view to the Spanish Presidency of the Council of the EU in the second half of 2023, since many of the proposals stemming from the Conference could be implemented during that time”.
