Spain and France step up bilateral and cross-border relations

​The Spanish Minister for Foreign Affairs, European Union and Cooperation, Arancha González Laya, and her French counterpart, Jean-Yves Le Drian, expressed their desire to step up relations and negotiate a France-Spain Bilateral Cooperation Treaty in the future, as well as to boost cross-border cooperation between the two countries as stated in the Final Declaration from the 26th Bilateral Summit between Spain and France. An agreement was also reached to begin tracking the conclusions from bilateral summits.

During the course of the online virtual meeting between the foreign affairs ministers as part of the Bilateral Summit, they also signed a Declaration of Intent aimed at strengthening cooperation between the two foreign affairs ministries. On the one hand, in terms of political affairs, this would seek to establish bilateral consultations as a standard practice and boost collaboration between their respective Cooperation Agencies. On the other hand, in terms of administrative affairs this would take place through the exchange of good practices, the promotion of gender equality, joint training for diplomats, diplomat exchange programmes, etc.

As regards the European Agenda, the two ministers exchanged points of view on immigration affairs, the digital agenda, the Southern Neighbourhood, the health “passport”, and EU-MERCOSUR and Eastern Mediterranean relations. They also expressed a desire to coordinate actions vis-à-vis their respective Rotating Presidencies of the European Council in the first half of 2022 and the second quarter of 2023, respectively.

Lastly, on the matter of external affairs, Arancha González Laya and Jean-Yves Le Drian exchanged opinions on developments in the Sahel, China and Libya, among other issues of common interest, regarding which broad areas of agreement were observed.
