Spain takes part in the Facilitation Council of the ACT-A Initiative to analyse progress and challenges to international response to pandemic
Spain has taken part on Tuesday in the fourth meeting of the Facilitation Council of the Access to COVID-19 Tools Accelerator (ACT-A) Initiative, which is structuring the international response to the pandemic and was launched in April 2020. The meeting was co-organised by the Director-General of the World Health Organization (WHO), Tedros Adhanom, and the partner countries.

The State Secretary for International Cooperation, Ángeles Moreno Bau, took part on behalf of Spain, who defended the unity of the three pillars of the initiative (vaccines, diagnoses and treatment). She also argued the need for the vaccines to reach all inhabitants of the world, without discrimination of their citizenship or other variables, and the importance of ensuring the long-term commitment of donors and financial investors.

The ACT-A Initiative is based on the vertical pillars of prevention, diagnosis and treatment, plus the cross-cutting element of strengthening health systems. To date, each of the pillars has been financed individually. The possibility was raised at the meeting of unifying the financing, which posts a 27.2-billion dollar deficit for 2021.

Through the different panels, the participants have analysed the evolution and progress made under the initiative in recent months. The obstacles posed by the emergence of new variants of coronavirus, the investment deficit and certain fragmentation in the collaboration of the international community were all also raised at the meeting.

Among the achievements of the pillar of vaccines, there have been three noteworthy approvals to date, along with the start of the vaccination phase and the introduction of the Covax Facility process to guarantee 2 billion doses in 190 countries by the end of 2021. Of this amount, 1.2 billion will be distributed among the 92 countries on low and medium incomes.

Progress has also been made on helping countries prepare their vaccine distribution plans and on improving the vaccine cold chains and logistics.

As regards the diagnosis pillar, high-quality rapid antigen tests have been identified and distributed at an affordable price of between 2 and 5 dollars per unit, of which 40 million units have been distributed in total out of the 250 million units scheduled for distribution. As regards the treatment pillar, work is being done on developing new products such as monoclonal antibodies.

The Government of Spain is a member of the Facilitation Group of the ACT-A Initiative, and took part in each of the three previous meetings.
