Spanish and Portuguese Cooperation share same priorities and strengthen European and bilateral development strategies
The State Secretary for International Cooperation, Ángeles Moreno Bau, held a working meeting today with her Portuguese counterpart, the State Secretary for Foreign Affairs and Cooperation, Francisco André, within the context of the start of the Portuguese Rotating Presidency of the Council of the European Union for the first six months of 2021. 

At the meeting, they reviewed the priorities of the Portuguese Presidency of the Council of the EU on development cooperation and issues of bilateral cooperation, including plans to support third countries in the fight against COVID-19.  

The Director-General for Sustainable Development Policies of the Ministry of Foreign Affairs, European Union and Cooperation, Gabriel Ferrero, and the Spanish Ambassador to Portugal, Marta Betanzos, also took part in the meeting. On the Portuguese side, the Portuguese Ambassador to Spain, Joao Mira-Gomes, and the Vice-President of the Camoes Institute, Cristina Moniz, took part.

At a European level, they declared the need to harness the opportunities offered by the start of the new financial cycle – with the new Neighbourhood, Development and International Cooperation Instrument and the boost from the “Team Europe” policy – to forge a strategic cooperation alliance with partner countries through inclusive policies, alliances with medium income countries, financial sustainability, debt relief, attention to migration and food security.

Francisco André shared the three priorities of the Portuguese Presidency of the Council of the EU: the economic and social recovery, with an emphasis on climate transformation and digitalisation; developing the European social model around the world and strengthening the EU’s autonomy. He also expressed the need to place Africa and Latin American countries as a European priority, with particular attention on the Maghreb region – a future zone and a political, economic and security opportunity.

For her part, Ángeles Moreno Bau expressed the need to develop public-private alliances to achieve the Sustainable Development Goals, and stated that Spain fully shared the challenges of digitalisation, the green economy, education in emergency situations and the nexus of development-security.

The State Secretary for International Cooperation also reported on Spain’s Solidarity Plan for Vaccination against COVID-19, which will provide less advanced countries with access to vaccines.

The meeting served to further develop the state of final negotiations on the new European Neighbourhood, Development and International Cooperation Instrument, the Agreements with the African, Caribbean and Pacific Group of States, and future support initiatives for Africa with shared migratory strategies that include neighbouring countries from the north of the continent.
