Spain advocates Green Alliance with Latin America and Caribbean

The Minister for Foreign Affairs European Union and Cooperation, Arancha González Laya, has taken part today in an informal ministerial meeting between the European Union and Latin America and the Caribbean, at which she advocated moving towards a genuine green alliance based on climate neutrality and with ambitious targets for 2030.

The meeting focused on three key issues on the global agenda: the green association, digital cooperation and the response to COVID-19. It also sought to re-launch political dialogue and to boost negotiations for the modernised EU-Chile agreement and the signing of the European Union-MERCOSUR and EU-Mexico agreements, and to make progress on the upcoming summit between the two regions.

In her speech, referring to the talks on the green association, Arancha González Laya highlighted that the countries in Latin America and the Caribbean are strategic and fundamental partners for Spain and the EU, which are bound by such values as democracy and human rights, and with which we seek to address such common challenges as global warming and achieving climate neutrality by 2050.

As part of the global efforts, the minister stressed that Latin America is an essential partner with which we not only seek to move towards an association, but also towards a genuine green alliance based on climate neutrality, national plans to reduce greenhouse gas emissions with ambitious targets for 2030, and joint cooperation to strengthen global ambition.

Also in her speech, the minister referred to Spain and the EU’s commitment to reduce emissions and achieve climate neutrality and outlined the Spanish Long-term Decarbonisation Strategy, which paves the way for achieving climate neutrality by 2050. This is based on four pillars: social justice and the just transition; a gender perspective and synergies with the 2030 Agenda; boosting renewable energies, and territorial cohesion. She also mentioned Spain’s close cooperation with the region through the ARAUCLIMA Programme, the Water and Sanitation Fund and the Ibero-American Network of Climate Change Offices, among other instruments.

On the occasion of the ministerial meeting, a joint statement was adopted reaffirming the commitment to multilateralism and advocating a sound and sustainable recovery in the wake of COVID-19, in reference to the interest in stepping up cooperation on health, climate change and the environment, digital technology and the reform of the World Trade Organization, among other matters.

“COVID-19 is the worst crisis we have faced since World War Two, but it also presents an opportunity to build better, in a green and sustainable fashion, without leaving anyone behind; this is also a question of intergenerational justice”, claimed Arancha González Laya.
