Ministry of Foreign Affairs manages adoption processes of Spanish families halted by pandemic with authorities of 17 countries

The Spanish embassies and consulates abroad, coordinated by the Directorate-General of Spaniards Abroad and Consular Affairs of the Ministry of Foreign Affairs, European Union and Cooperation, in close collaboration with the Directorate-General of Rights of Children and Adolescents of the Ministry of Social Rights and 2030 Agenda, are carrying out a number of formalities with the local authorities of the countries in question, to ensure that the families affected can travel there to finalise adoption processes affected by the restrictions triggered by the pandemic.

This problem has particularly affected Spanish families in international adoption processes underway in 17 countries, mainly India, Vietnam and China, which is where most adoptions are taking place (91 out of a total of 148).

Specifically, 14 Spanish families adopting in India have now returned to Spain with their children, who, it is hoped, will soon by joined by another 14 families, now that India has re-opened its borders, except for tourists. In Vietnam, thanks to an operation organised by the Government of Vietnam, in cooperation with seven embassies of European Union Member States, headed up by Spain, 17 Spanish families have now been able to complete their adoption processes, and are scheduled to arrive back in Spain in the next few hours.

In addition, they are also assisting these families upon their arrival in the different countries of adoption, in order to speed up, as far as possible, all the formalities relating to the documentation of the minors and the return of the families to Spain.

The situation of the pandemic we have been in since the start of the year, together with the corresponding restrictions on international mobility, have meant that a large number of Spanish families undergoing adoption processes have been unable to travel abroad to complete these processes and collect their children, after receiving binding legal rulings on their adoption.

This Ministry of Foreign Affairs, European Union and Cooperation will not cease its efforts, both through its central services and through the Spanish embassies and consulates abroad, to ensure that all adopting Spanish families can join up with their children and return with them to Spain shortly.
