Juan González-Barba stresses importance of State Aid and of preserving Single Market to boost recovery

The State Secretary for the European Union, Juan González-Barba, has taken part in a High-Level Forum on State Aid today, on 16 November.

The event, organised each year by the Directorate-General for Competition of the European Commission, included the participation of the Executive Vice-President, Margrethe Vestager, together with other senior officials of European Union Member States.

The Forum is held within the framework of the current debate on the modernisation of the regulation on State Aid, a process that has taken on renewed importance in recent times in the context of the efforts to achieve economic recovery. The revised regulation must also accompany the application of the Next Generation EU instrument and the national recovery and resilience plans of Member States.

In his speech, Juan González-Barba stressed the importance of State Aid as an economic tool to boost the recovery and the modernisation of Member States, particularly in the context of the application of the European Union Recovery Plan, together with the new challenges of the green and digital transitions.

However, he also stressed the need to strike a balance between the adaptation of the regulation to provide a response to the crisis and safeguarding the integrity of the internal market, avoiding weakening the rules on State Aid that could endanger economic cohesion. He remarked that “the regulation on State Aid must continue to be one of the pillars of the internal market, thus guaranteeing equal opportunities for everyone. Any reform must be aimed at strengthening them, never weakening them”.

In this regard, he expressed his concern at the asymmetric impact of the crisis on Member States, which, he claimed, could endanger equal opportunities in the internal market.
