State Secretary for Cooperation begins virtual trip to Honduras by signing new bilateral agreement

The State Secretary for International Cooperation, Ángeles Moreno Bau, begins a three-day virtual trip to Honduras this Monday, during which time she is due to sign the new Country Framework Association (Spanish acronym: MAP) 2020-2023, together with the Minster for Foreign Affairs and Cooperation of Honduras, Lisandro Rosales - a bilateral agreement on development cooperation that defines the strategic sectors for action over the next three years. The visit by the State secretary takes places against a backdrop of humanitarian emergency, due to the impact of Tropical Storm Eta, which has affected some 1.8 million people, killing more than 50, and causing very serious damage to certain infrastructures.

To assist, the Spanish Agency for International Development Cooperation (Spanish acronym: AECID) is finalising an operation for the acquisition of humanitarian material in response to the request from the Government of Honduras made to the Government of Spain. The civil protection authorities in Honduras are still on alert since Hurricane Iota may affect the same regions as were affected by Eta a few days ago.

The new MAP, which seeks to mobilise a volume of some 215 million euros, adds a new priority: to improve the full exercise of the rights of women, girls and groups discriminated against due to their sexual identity, to live a life free of violence. This goal is in addition to those already established under the previous agreement between the two countries on local development and democratic governability and the rule of law, which remain key to the agreement. Through these priority areas, Spanish Cooperation will focus its efforts on nine Sustainable Development Goals of the 2030 Agenda. These include social well-being and inclusive economic growth at a local level, food security and nutrition, water and sanitation, culture for development, access to justice, and the promotion and protection of human rights.

Another new feature of the MAP 2020-2023 lies in the inclusion of digital education projects. “The COVID-19 crisis has taken millions of children in vulnerable situations out of school, and hence it is more important than ever to now reduce the digital gap”, argued Ángeles Moreno Bau. During her virtual visit, the State secretary will meet with the Honduran Minister for Education, Arnaldo Bueso, to further look into what support Spanish Cooperation can lend to digital education in the coming years.

To halt the COVID-19 crisis, Spanish Cooperation, through the AECID, has financially supported the intervention in Honduras by Médicos del Mundo, which has focused on primary and secondary care and on the training of healthcare workers; by Cáritas España, which has provided some 2,200 people with items of food, personal hygiene and disinfection products; and by the Red Cross, whose response has centred on the socio-economic impact of the pandemic.

Spain allocated 67.4 million euros to Honduras in Official Development Assistance over the period 2014-2018, thus placing our country as the fourth largest donor in 2018. Spanish Cooperation in Honduras dates back to 1981, when the Scientific-Technical Cooperation Convention was signed between the two countries.

Human rights in Honduras

During the trip, her fourth virtual visit since the start of the pandemic, the State Secretary for International Cooperation is scheduled to meet, among others, with the Director of the National Women’s Institute of Honduras, Ana Aminta Madrid, to address gender inequalities and violence against women, adolescents and girls.

Ángeles Moreno Bau is also due to meet with the representative of the Office of the United Nations High Commissioner for Human Rights in Tegucigalpa, Isabel Albaladejo, and members of three Honduran organisations of human rights defenders, who will outline the human rights situation in the country.
