State Secretary for International Cooperation concludes her virtual trip to Paraguay

​The State Secretary for International Cooperation, Ángeles Moreno Bau, concluded her virtual three-day trip to Paraguay on Thursday, during which she visited several development projects, held meetings with senior officials in the Government of Paraguay, and met with representatives of NGDOs and of Spanish companies. During her visit, Ángeles Moreno Bau highlighted the good harmony between Spanish Cooperation and the delegated cooperation of the European Union and such multilateral organisations as the Inter-American Development Bank (IDB). “We have responded to the COVID-19 pandemic with a single voice – that of solidarity”, she stressed.

The primary aim of the trip was to sign the new Country Association Framework (Spanish acronym: MAP) between Spain and Paraguay for the period 2020-2023 – a bilateral agreement on development cooperation with a budget estimate of 142 million euros. Spanish Cooperation will focus its efforts on eight Sustainable Development Goals and 15 Targets of the 2030 Agenda. These include health and well-being, quality education, gender equality, drinking water and sanitation and the fight against hunger.

On the first day of her visit, Ángeles Moreno Bau held a meeting with the Vice Minister for Foreign Affairs of Paraguay, José Antonio dos Santos. The State secretary reiterated Spain’s commitment to the Latin American country, which is considered a priority partner for Spanish Cooperation.

 

Subsequently, at a meeting with Spanish NGDOs present in Paraguay, which channel, in alliance with their Paraguayan partners, approximately 64% of the Official Development Assistance from Spain, the State secretary reported on the progress made in the Spanish cooperation system through the preparation of the Joint Response Strategy of Spanish Cooperation to the COVID-19 Crisis, and the challenges posed by the reform of the Cooperation Act and the strengthening of such institutions as the Spanish Agency for International Development Cooperation (Spanish acronym: AECID).

During her trip, Ángeles Moreno Bau visited two water and sanitation projects – one of the sectors in which Spain enjoys great international prestige – being developed in Paraguay. Spanish Cooperation has allocated more than 110 million euros to the two plans to improve quality and extend access to water and sanitation services to some 771,000 people, in line with Sustainable Development Goal 6. The State secretary also virtually visited a health project for the prevention and treatment of cervical and breast cancer, accompanied by the Minister for Health and Social Welfare of Paraguay, Julio Mazzoleni.

On the last day of her visit, Spanish business leaders in Paraguay presented their work in the country to the State secretary, who invited them to step up their alliances with Spanish Cooperation to the benefit of Paraguayan society. Ángeles Moreno Bau also held a meeting with the Minister for Tourism, Sofía Montiel, and received information on the tourism and accessibility project at the Jesuit Missions of La Santisima Trinidad de Paraná and Jesús de Tavarangüé, a UNESCO World Heritage Site. The State secretary was also able to see details of the European Union ‘Bridging the Gap’ project by video-conference and its dimension of accessibility, which both AECID and FIAPP are working on to implement in Paraguay.

As the closing event of her visit, the State secretary held a meeting with the Minister for Culture, Rubén Capdevilla, and visited the Juan Salazar Spanish Cultural Centre with him in Asunción, attached to the AECID cultural centres and a benchmark of the artistic panorama in the Paraguayan capital.
