PRESS RELEASE 148
OECD Development Centre addresses multilateral response of its Member States to COVID-19
06/10/2020

The management committee of the Organisation for Economic Co-operation and Development (OECD) Development Centre has held its 6th High-Level Meeting today by video-conference to share experiences on managing the COVID-19 crisis, proposals to mitigate its social impact and ways for the multilateral system to support the national strategies of developing countries.

The meeting, structured under the thematic blocks “Construction of resilient and inclusive societies” and “Redefining globalisation beyond economic resilience” was inaugurated by the Centre’s President – the Spanish Ambassador to the OECD, Manuel Escudero - and by its Director, Mario Pezzini.

The State Secretary for International Cooperation, Ángeles Moreno, took part on behalf of Spain. In her speech, she recalled that Spain supports the extension of the G-20 Debt Service Suspension Initiative until the end of 2021, as well as the implementation of a global coordinated initiative to swap public and private debt for climate action and human development.

The State Secretary for International Cooperation also advocated strengthening the fiscal systems of developing countries, the integration of the private sector in the response to COVID-19 and the establishment of a Global Forum for the Localisation of the SDG that mobilises public and private investment at a local level. She also proposed calling an extraordinary High-Level Political Forum in 2021, at the level of Heads of State and Government, to renew the commitment to the 2030 Agenda and speed up the necessary transformations for compliance therewith.

The Development Centre (DEV) is one of the three institutions that form the development cluster of the OECD, together with the Committee to Aid Development (CAD) and the Development Co-operation Directorate (DCD). This is a forum for dialogue on economic and social policies of the respective Member States, which are shared to then draw up the bi-annual lines of action – the next being for the period 2021-2022.

The conclusions of the meeting will then be conveyed to the rest of the cluster bodies to be analysed at the upcoming ministerial meeting of the OECD Council on 28 and 29 October, chaired by Spain this year. Following a debate between the participants on priorities, lessons learned and the necessary transformations relating to the pandemic, the 6th High-Level Meeting of the Development Centre was brought to a close by the Secretary-General of the OECD, Ángel Gurría.
