Ministry of Foreign Affairs and World Rural Forum sign Declaration of Intent to promote United Nations Decade of Family Farming

​The Ministry of Foreign Affairs, European Union and Cooperation and the World Rural Forum (WRF) today – 1 October - signed a Declaration of Intent to promote the Decade of Family Farming 2019-2028, declared by the United Nations in a 2017 Resolution, in compliance with Sustainable Development Goal 2 “Zero Hunger” of the 2030 Agenda.

The Declaration of Intent establishes the framework for collaboration between the two institutions to work together to promote family farming as a cross-cutting model of sustainable development that guarantees food security and the production of food in the Decade of Action, that defines the period of time remaining on the 2030 Agenda.

The document was signed by the President of the WRF, Martín Uriarte, and by the State Secretary for International Cooperation, Ángeles Moreno, showing the active commitment of Spanish Cooperation and of the Spanish Agency for International Development Cooperation (Spanish acronym: AECID) to the implementation of the Decade of Family Farming.

Family farming is a model of agricultural production managed and run by a family. This is the predominant form of global food production, with 500 million small-holdings that provide 80% of the food consumed around the world, and hence its importance in the fight against hunger globally. According to the World Rural Forum, it is fundamental for the largest number of developed countries to support the Decade of Family Farming 2019-2028.

The State Secretary for International Cooperation, Ángeles Moreno, claimed that by signing the Declaration of Intent, Spanish Cooperation shows its firm commitment to SDG 2 of the 2030 Agenda, and to the promotion of the adoption of public policies that boost family farming and sustainable models in the countryside.

Spain is in favour of the Committee on World Food Security, and sits on the negotiating board in the two-year period 2019-2021, playing a fundamental role as a forum for international debate that provides medium- and long-term responses to the impact of the pandemic on the global food crisis. The Food Systems Summit called by the United Nations for 2021, will address these questions.

For his part, the President of the World Rural Forum, Martín Uriarte, recalled that the pandemic has had a great impact on the lives of millions of small farmers as it has interrupted their production cycles and access to local markets, and hence the Decade of Family Farming is more necessary than ever.

The World Rural Forum is a Spanish not-for-profit organisation with headquarters in Vitoria that gathers together networks of family farmers, cooperatives, rural development organisations and agricultural research centres on the five continents. It represents more than 41 million family farmers around the world.

The WRF, which played a key role in the approval of the Decade of Family Farming, enjoys an advisory status before the UN Economic and Social Council, is expressly recognised by the Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD) and is a member of a number of international networks that promote food security.
