Spain mobilises international community to look for solutions to phenomenon of forced displacements in Central America

Within the framework of the ministerial week of the 75th United Nations General Assembly, a high-level event took place organised by Spain, El Salvador, the United Nations High Commissioner for Refugees (UNHCR), the Organization of America States (OAS) and the Economic Commission for Latin America and the Caribbean (ECLAC), entitled “The Global Compact on Refugees and forced displacement in Central America: regional cooperation and the MIRPS as a solution” which included the participation of the Minister for Foreign Affairs, European Union and Cooperation, Arancha González Laya.

During the event, which also involved the participation of the United Nations High Commissioner for Refugees, the Secretary-General of the OAS, the Executive Secretary of ECLAC and the Minister for Foreign Affairs of El Salvador and addressed different aspects relating to forced displacement in Central America and the new difficulties and challenges caused by the COVID-19 pandemic. The event was moderated by the Honorary Spanish President of the UNHCR, Antonio Garrigues Walker.

Between June 2020 and June 2021, Spain has chaired the MIRPS Support Platform (Regional Integrated Framework for Protection and Solutions). MIRPS is an initiative by Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico and Panama to apply the Global Compact on Refugees in this region. The MIRPS Support Platform includes Argentina, Brazil, Canada, Colombia, France, Italy, Uruguay, Switzerland and the United States, the UE, as well as the UNHCR and OAS, which hold the technical secretariat.

In her speech, the minster recalled that the Platform seeks, on the one hand, to support the efforts of MIRPS countries in their search for solutions to forced displacements and to protect those who suffer, and on the other hand, to mobilise support from other parties, whether national or international, public or private. “We want to see a real and positive impact on the ground and for solutions to be attained that are lasting”, she said. She also announced that Spain will organise a training course on asylum for public servants in MIRPS countries.

Spain considers it necessary for international development banks to pay greater attention, particularly the Inter-American Development Bank (IDB) and the World Bank, for companies that operate in the region to take into account the goals of MIRPS and to support its initiatives and for new countries and international organisations to join the Platform.

Spanish society has also shown its solidarity and commitment to the cause of the refugees and internal displaced persons around the world. The Spanish Committee of the UNHCR (Spain with UNHCR) has for many years been the main private collector for the UNHCR in the world. In 2019, Spain with UNHCR was the eighth largest contributor to the UNHCR, with more than 92 million dollars.
