Spain strengthens its commitment to multilateralism in the context of COVID-19 with noteworthy contributions from the AECID to international bodies

​The Council of Ministers has authorised a raft of contributions from the Spanish Agency for International Development Cooperation (Spanish acronym: AECID) to international bodies, programmes and funds for the sum of 32,599,650 euros.

These contributions are framed within the Joint Response Strategy of Spanish Cooperation to the Covid-19 Crisis, which has been presented today by the Minister for Foreign Affairs, European Union and Cooperation to the Council of Ministers.

Spain is committed to not leaving anyone behind in this crisis through all the instruments and the collaboration of all parties to cooperation, including international development bodies and international humanitarian bodies.

Through these contributions, Spain will back the global response to COVID-19 by different international bodies, combining a response through humanitarian aid with a medium- and long-term response by means of development programmes.

At a humanitarian level, particularly noteworthy is the 9-million euro contribution to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the 2.6-million euro contribution to the United Nations Refugee Agency (UNHCR) and the 1-million euro contribution to the World Food Programme (WFP).

As regards the response through development programmes, there were significant contributions to the World Health Organization (WHO) for the sum of 3.25 million euros, and to the Pan American Health Organization (PHO) for the sum of 1.5 million euros, aimed at strengthening health systems. Furthermore, protection for people in the most vulnerable situations will be strengthened through a 5-million euro contribution to the United Nations Children’s Fund (UNICEF), through a 2-million euro contribution to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and through a 350,000-euro contribution to UN Women. Lastly, support will also be given to international action to foster world food security, which will be seriously affected by the pandemic, through contributions for the sum of 2.8 million euros to the United Nations Food and Agriculture Organization (FAO) and for the of 300,000 euros to the WFP.

These voluntary contributions from AECID are in addition to the contributions already made to the COVID-19 Global Humanitarian Response Plan for the sum of 12 million euros through the emergency funds of the Humanitarian Action Fund of AECID, together with the International Committee of the Red Cross and Red Crescent, the UNHCR, the WFP and the WHO.

Spain has also committed to make contributions to global health initiatives that develop actions to facilitate access to diagnostic testing, treatment and vaccines in the fight against the pandemic in developing countries, such as the Global Fund to Fight AIDS, Malaria and Tuberculosis, the Vaccine Alliance GAVI and the Coalition for Epidemic Preparedness Innovations (CEPI) which contribute to the ACT Accelerator. A contribution is also planned to the Global Agriculture and Food Security Programme (GAFSP) to fight food insecurity and hunger caused by the pandemic.

Through all these actions, and within the framework of the Joint Response Strategy of Spanish Cooperation to the Covid-19 Crisis, Spain declares its commitment to multilateralism, recognising the need to offer a global response to the global crisis caused by the pandemic in the conviction, as the minister, Arancha González Laya, has reiterated on several occasions, that “no-one will be safe until we are all safe”.
