State Secretary for International Cooperation chairs Inter-territorial and Inter-ministerial Committees for Development Cooperation

The State Secretary for International Cooperation, Ángeles Moreno Bau, has chaired the Inter-territorial and Inter-ministerial Committees for Development Cooperation held yesterday and today, respectively, after a two-year gap. At these meetings, Ángeles Moreno Bau reported on the lines of work for this term of office, with a clear message of adjusting and adapting to the new post-covid world.

The meetings were used to address the general situation of development cooperation in an international context and the planning for the coming months depending on how the pandemic evolves. They also reviewed the United Nations processes and working groups in which Spain participates as a leader and co-leader on financing development, as well as issues relating to the Country Framework Agreements to be signed in the coming weeks.

The State secretary also presented the Joint Response Strategy from Spanish Cooperation to COVID-19, which has been agreed by all the public and private parties that have taken part in their preparation since March. The presentation of this Strategy to the Inter-territorial and Inter-ministerial Committees is the last step in the round of consultations prior to its submission to the Council of Ministers.

The members of the two committees praised the unprecedented efforts of this initiative, capable of redirecting programmes and making them more flexible in record time to urgently accompany the most vulnerable countries and people in the short and medium term at a humanitarian, health, socio-economic and governance level.

The Inter-territorial and Committee for Development Cooperation is the advisory and coordination, agreement and collaboration body of Central Government, the regional governments and local authorities that implements such eligible costs as Official Development Assistance (ODA). The Inter-ministerial Committee for Development Cooperation is the inter-departmental technical coordination body of Central Government for development cooperation.

Development cooperation is a priority of the Government of Spain. During this term of office, it will work on the structuring of a new legal, institutional and financial framework that is faster and more effective, including the reform of the 1988 International Development Cooperation Act. A commitment also exists to achieve the figure of 0.5% of the Gross Domestic Product for ODA by the end of this term of office.
