State Secretary for International Cooperation and Spanish Universities sign new partnership agreement

​The State Secretary for International Cooperation, Ángeles Moreno Bau, and the President of the Confederation of Rectors of Spanish Universities (Spanish acronym: CRUE), José Carlos Gómez Villamandos, today signed a new partnership agreement to strengthen international cooperation relations between the two institutions and coordination and mutual information mechanisms.

The most visible instrument of university cooperation is the Observatory of University Development Cooperation (Spanish acronym: OCUD), set up in 2007 – a mechanism to gather information on development cooperation of Spanish public and private universities and on their contribution to the 2030 Agenda. The OCUD also allows university integration in the Spanish cooperation system to be more efficient.

Noteworthy among the actions planned by universities in the field of international cooperation is the annual survey of performance tracking, and the incorporation of the new metric on development financing known as Total Official Support for Sustainable Development (TOSSD). 

In her speech, Ángeles Moreno Bau stressed that teaching and knowledge make up an increasing number of the essential elements of sustainable development, and hence collaboration with the university sector “is key”.

The State secretary also warned that, as a result of the coronavirus, public powers and education institutions around the world face the challenge of the digital gap, which has left behind the most vulnerable students that have no access to Internet, and hence university cooperation constitutes a fundamental factor in the global recovery.

For his part, José Carlos Gómez Villamandos recalled the commitment of Spanish universities to compliance with the 2030 Agenda and underlined the goal of the Spanish university system to become a dynamic and benchmark stakeholder in a change that cannot be put off and which seeks to attain a more sustainable, fairer and more supportive society.

The new agreement, which will be in force for two years, with the possibility of a two-year extension, is in addition to those that have existed since 2007.

Spanish public and private universities are recognised as development cooperation agents in the 1998 International Cooperation Act and form part of the set of stakeholders represented on the Development Cooperation Council and on the corresponding bodies of the regional governments.
