Minister González Laya presents the Spanish Presidency of the Platform to Support the Regional Comprehensive Protection and Solutions Framework (MIRPS) to forced displacement in Central America and Mexico

The Minister for Foreign Affairs, European Union and Cooperation, Arancha González Laya, has taken part today, together with the United Nations High Commissioner for Refugees (UNHCR), Filippo Grandi, the Secretary-General of the Organization of American States (OAS), Luis Almagro, and the Minister for Foreign Affairs of El Salvador, Alexandra Hill, in a virtual event to present the Spanish Presidency over the next 12 months of the Platform to Support the Regional Comprehensive Protection and Solutions Framework (Spanish acronym: MIRPS) to forced displacement in Central America and Mexico

The Platform to Support MIRPS was set up in December 2019, on the occasion of the first Global Forum on Refugees to support the efforts of the MIRPS countries (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico and Panama) in order, on the one hand, to seek solutions to forced displacement and offer protection to those suffering from it; and, on the other hand, to mobilise support for other players, whether international or national, public or private, in these efforts. At this time, El Salvador holds the Rotating Presidency of MIRPS. The Support Platform is made up of Spain, Argentina, Brazil, Canada, Colombia, the United States, France, Italy, Sweden, Uruguay, Switzerland, the EU, the UNHCR and the OAS.

Arancha González Laya highlighted that, in the exercise of the Rotating Presidency of the MIRPS Support Platform, Spain wishes to work with responsibility, commitment and transparency, seeking dialogue at all times, a real impact to improve the situation and global solidarity regarding the people and communities affected by forced displacement in the region of Central America and Mexico.

After stressing the challenges, exacerbated by the impact of COVID-19 on the countries in the region, which are Spain’s strategic partners, Minister González Laya pointed to three specific goals for the Presidency of the Platform in the coming 12 months to give visibility to this crisis, mobilise support for the MIRPS countries and promote the exchange of good practices and lessons learned.

During the event, Arancha González Laya presented the four cornerstones on which the Support Platform Work Plan will revolve: to back the search for solutions for forced displacement in the field of international forums, such as the United Nations; interaction with financial development institutions, the Inter-American Development Bank and the World Bank to provide more attention in the region; direct cooperation and support by the members of the Platform for the MIRPS countries; and private sector association.

The event also served to reaffirm Spain’s commitment to the region and to highlight the efforts Spain has been employing regarding the MIRPS countries. Among others, Arancha González Laya referred to the actions by Spanish Cooperation, aligned with the national plans of MIRPS countries to provide additional assistance to forced displacements – including those in situations of special vulnerability, such as the LGTBI group – and to support the programmes of the UNHCR. She also stressed the priority that the Government of Spain assigns to questions related to refugees and displaced persons in general, and to the situation in Latin America, particularly the recent Conference on Venezuelan Refugees and Migrants, which managed to free up some 2.5 billion euros, which is a fine example of this.

This type of initiative shows that when action is taken in a coordinated fashion and multilateralism is invoked, and when solidarity is promoted, global challenges such as forced displacement can be tackled more effectively, concluded the Spanish minister.
