State Secretary for International Cooperation to pay virtual visit to Palestine

The State Secretary for International Cooperation, Ángeles Moreno Bau, will pay a virtual cooperation visit to Palestine from 22 to 26 June.

Within the framework of this visit, the Spanish Minister for Foreign Affairs, Arancha González Laya, and the Palestinian Minister for Foreign Affairs, Riad Al Maliki, will remotely sign the 7th Joint Committee and a new Partnership Framework to run up until 2024.

The State Secretary will attend the Conference of Donors of UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East), a body that Spain has been working with since 1958.

UNRWA offers basic services - including healthcare and education - to more than 5.6 million Palestinian refugees in Syria, Jordan, Lebanon, Gaza and the West Bank thanks to the economic support of the international community and Spain as a leading partner and donor.

73% of the population in Gaza and 29% of the population in the West Bank hold refugee status.  Ángeles Moreno Bau will take this opportunity to meet with the UNRWA Commissioner-General, Philippe Lazzarini, and take a virtual tour of the Aida refugee camp (Bethlehem), one of the 58 managed by UNRWA that is now 70 years old.

The State Secretary also plans to attend meetings with all cooperation partners: the 15 Spanish NGOs, the United Nations Humanitarian Coordinator, representatives from the World Health Organisation (WHO), local partners, the European Union (EU) delegation, the Secretary-General of the Union for the Mediterranean (UfM) and the Palestinian Minister for Water.

The visit will conclude with a cultural day of art in Gaza and a virtual tour of the Palestine Museum.

Spain was the first Member State of the European Union to formalise cooperation relations by signing the 1st Joint Spain-Palestine Committee on Cultural, Scientific and Technical Cooperation in 1993.

A total of 34 projects funded by the Spanish Agency for International Development Cooperation (Spanish acronym: AECID) are currently under way in Palestine, with a budget of 18.4 million euros.

The new MAP, which replaces one dated 2015, identifies gender equality, economic development and job creation as priority areas for action, with a focus on efforts to strengthen public institutions and the defence of human rights in the geographic areas of Gaza, Area C in the West Bank and East Jerusalem. 


The Spanish Agency for International Development Cooperation is the current leading donor in agriculture. This leadership has led to the upcoming signing of a delegated cooperation agreement with the EU in Gaza, the goal of which is to create jobs and modernise small- and medium-sized enterprises with ties to the agriculture sector. Spain will also contribute via a desalination plant project in Gaza.
