Spain allocates 50 million euros to Venezuelan displacement crisis

The Minister for Foreign Affairs, European Union and Cooperation, Arancha González Laya, has today specified the allocation of a package amounting to 50 million euros over the next three years from Spain to support the main countries that take in Venezuelan refugees and migrants in Latin America, which have seen their own situations worsened by the COVID-19 pandemic.

During her speech at the International Donors Conference in solidarity with Venezuelan refugees and migrants, organised jointly by Spain and the EU, Arancha González Laya recalled that Spanish Cooperation has already allocated more than 20 million euros to support the efforts of host countries and to respond to the needs of people affected, both within and outside Venezuela.

However, the minister declared that Spain wanted to take a qualitative leap, confirming the package of support announced just seven months ago to attend to the Venezuelan crisis as a whole, in other words, addressing both its impact on the region as a result of the migratory flow, and in relation to the situation within the country.

To this end, Spain’s official commitment provides that over the first year, almost half of the amount allocated – that is, 23 million euros – will be paid out to cater for pressing needs, which are very high, and have increased a great deal due to the COVID-19 pandemic, but also to contribute to the resilience of host countries in the medium and long term.

Of this first major pay-out, 12 million euros will be allocated to the multilateral partners of this Conference – the UNHCR and IOM – with the aim of supporting their work in response to humanitarian and integration needs of Venezuelan migrants and refugees, and to accompany the efforts being made by host countries.

In 2020, Spain will also contribute another 5 million of the 50 million allocated in alliance with the Inter-American Development Bank, to leverage reimbursable operations that allow the impact on development to be maximised to the benefit of both the Venezuelan migrants and refugees and the host communities.

The minister also announced that Spain will work in alliance with partner countries, other international organisations and civil society in such priority areas as health services, the protection of people in situations of special vulnerability and the generation of means of subsistence, both in the region and in Venezuela.
