State Secretary for EU explains Spain’s proposal for European recovery strategy to German and Italian counterparts

The State Secretary for the European Union, Juan González-Barba, held meetings on 20 April by videoconference with his counterparts from Germany, Michael Roth, and from Italy, Enzo Amendola, to address the European response to the COVID-19 crisis with a view to the video-conference of foreign affairs ministers, to be held on 22 April and of the Heads of State and Government, to be held on 23 April. These meetings showed the clear will to promote a swift, ambitious and coordinated response to the crisis, that leads to a more united, more sovereign and supportive European Union.

The State secretary also addressed with his counterparts the coordination of strategies to lift the lockdown and economic response measures to recover from the crisis.

Spain agrees with Germany and Italy that Europe must provide a united response and that European solidarity is more necessary than ever to overcome the epidemic and revitalise the economy. The three countries back the measures decided at a European level to coordinate the action of Member States, protect European and help companies and workers.

The State Secretary for the European Union agreed with his German and Italian counterparts that this crisis is an historic challenge to which Europe must rise. “Spain is playing an active role, helping forge a European consensus for an ambitious response to the pandemic”, claimed Juan González-Barba. To that end, we need an ambitious European recovery plan that is jointly financed. The Multiannual Financial Framework 2021-27 should adapt to the magnitude of an unprecedented crisis and maintain coherence with European priorities, particularly the fight against climate change, the EU’s digital strategy, and the development of a more social Europe. The State secretary explained the Spanish proposal for a European recovery strategy that allows up to 1.5 trillion euros to be released to effectively respond to the economic consequences of the crisis.

The State Secretary for the European Union also observed the excellent state of bilateral relations with both Germany and Italy.

Juan González-Barba also held a meeting on Monday with the Ambassadors of Member States of the European Union accredited in Madrid. The meeting, organised at the request of the Croatian Presidency of the European Council, was used to explain the measures taken by the Government of Spain to respond to the crisis caused by the COVID-19 pandemic, thank the many displays of solidarity that Spain has received, and finally, explain Spain’s position in anticipation of the video-conference of European Council leaders to be held on Thursday.
