Preparatory meeting between Spain and United Kingdom to set up committees provided for in Memoranda of Understanding of 29 November 2018

A technical meeting was held on 23 January to prepare the first meetings of the different bilateral committees provided for in the Memoranda of Understanding signed between Spain and the United Kingdom on 29 November 2018. These memoranda, with effects that primarily cover the transition period, accompany the Protocol on Gibraltar, attached to the Withdrawal Agreement of the United Kingdom from the European Union.

The committees provided for in the Memoranda are as follows:

- Coordination Committee on citizens’ rights;
- Joint Coordination Committee on police and customs control;  
- Technical and Coordination Committee on cooperation on environmental matters.

The meeting was held within a constructive environment of trust, in which the interest in cooperation from all participants was manifestly clear. During the meeting, many practical issues were analysed in detail and progress was made on implementing the memoranda to guarantee citizens’ and workers’ rights. These questions, which affect many practical aspects of daily life in Campo de Gibraltar, will be addressed in-depth at the committees planned in this regard once they are set up. It was agreed that the initial committee meetings will take place in Algeciras in February and the agenda for these meetings was established.

Thursday’s meeting was attended, on behalf of Spain, by representatives from the Ministry of Foreign Affairs, European Union and Cooperation, and from the Ministries of Home Affairs, of Work and Social Economy, of Inclusion, Social Security and Migration, of Ecological Transition and Demographic Challenge, from the Tax Agency, and by the Government Delegate in Andalusia. Representatives also took part from the Regional Government of Andalusia and the President of the Association of Local Authorities of Campo de Gibraltar. Representatives of the British Embassy in Madrid and from the Foreign and Commonwealth Office, and from the authorities in Gibraltar, attended on behalf of the United Kingdom.
