Spain and European Commission sign Convention to attract private investment for sustainable projects in Africa cities

​The State Secretary for International Cooperation and for Ibero-America and the Caribbean, Juan Pablo de Laiglesia, and the Director-Generals for Development Cooperation, Koen Doens, and for the European Neighbourhood Policy and Enlargement Negotiations, Christian Danielsson, signed the Convention-Guarantees Agreement on Wednesday in Brussels, within the framework of the RECIDE Programme.

The RECIDE (Resilient City Development) programme forms part of the European External Investment Plan which seeks to facilitate private investment in infrastructure projects that promote urban transformation and mitigate the impact of climate change in Africa. The programme will grant guarantees to private investors in this sector up to a limit of 100 million euros and technical assistance up to an amount of 15 million euros for projects that comply with a strict measurement of the impact on development and the sustainability of the interventions.

The aim of this initiative is to seek to offset the almost non-existent link at present between private capital and local authorities in Africa due to the perception of risk and mutual ignorance, which creates difficulties in developing major projects for sustainable development in African cities such as projects for waste management, the supply of water and sanitation, energy efficiency and transport.

The RECIDE Programme falls under the external action and development cooperation policy priorities of Spain, promotes the just ecological transition on the continent of Africa and fosters the attainment of the goals established in the 2030 Agenda. It is also expected that the initiative will promote collaboration between the different economic and social agents in our country to encourage development in Africa from a perspective focused on people under the slogan of leaving no-one behind.

The State Secretary for International Cooperation and for Ibero-America and the Caribbean took the opportunity to hold a bilateral meeting with the Director-General for Development Cooperation, Koen Doens, to whom he conveyed the interest of the new government in boosting development cooperation focused on people and Spain’s interest in contributing to the European Union’s global leadership in this field, with the aim of meeting the goals of the 2030 Agenda in the “decade of action”.
