Spain and Germany continue to drive recognition for human rights to drinking water and sanitation at United Nations General Assembly

Spain welcomes the adoption, by consensus of the “Resolution on the human rights to drinking water and sanitation” presently jointly by Spain and Germany within the framework of the 74th period of sessions of the United Nations General Assembly. The resolution was also co-sponsored by all 109 regional groups and was one of the resolutions to receive the greatest support at this period of sessions, which reflects the joint work done by Spain and Germany and the progress made in the recognition of these rights, which increasingly arouse interest among the Member States of the UN.

The recognition of the human rights to drinking water and sanitation has constituted, since 2006, one of the priorities of Spanish foreign policy on human rights. Since 2013, Spain and Germany have presented successive resolutions on this matter, both at the United Nations General Assembly and to the Human Rights Council, which has led to the enhancement of the profile of the content of these rights, strengthening their recognition and their method of implementation.

The priorities of the resolution presented are, firstly, a gender focus, with particular emphasis on questions of health and menstrual hygiene, and their impact on the human rights to drinking water and sanitation, and secondly, the impact of climate change on these human rights. Furthermore, this resolution includes questions associated with the negative effects deriving from a lack of accessibility to adequate installations for people with disabilities and to special needs in regard to drinking water and sanitation in emergency situations and humanitarian crises.
