Asia-Europe (ASEM) Meeting of Foreign Affairs Ministers

The Asia-Europe Meeting (ASEM) is an informal forum for dialogue and cooperation between Europe and Asia. The ASEM Process facilitates mutual knowledge, the understanding of differences and the forging of consensus on issues of a global and regional interest that may serve as the basis for the adoption of negotiated solutions at other international forums.

The 14th ASEM Meeting of Foreign Affairs Ministers will take place on 16 December at El Pardo Palace in Madrid. H.M. the King will preside over the inauguration of the meeting, which will consist of two plenary sessions and a closed informal discussion session that focuses on regional and international current affairs. The Ministerial Meeting will conclude with a brief closing session and a press briefing. These work sessions will be chaired by the High Representative and Vice-President of the European Commission, and the conclusions of the meeting will be reflected in a final statement negotiated between all the parties (Chair’s Statement).

The Madrid Ministerial Meeting will be entitled “Europe and Asia: Together for Effective Multilateralism”, and will seek certain goals: firstly, to convey an image of unity and leadership of such an extensive and diverse group as ASEM in support of multilateralism and the international order based on rules, with a perspective of gender equality. Secondly, to address key challenges for international security, such as the fight against terrorism, maritime security and cyber-security. Thirdly, to ensure effective action to such global challenges as climate change. And lastly, to develop the work of ASEM on sustainable connectivity.

On the occasion of this 14th Ministerial Meeting and together with Casa Asia, three sets of parallel activities will be organised in Madrid: a cultural festival, a seminar for journalists and the ASEM Model, which will gather together some 150 young people from Europe and Asia. Furthermore, on 15 December, a welcome dinner will be offered and a cultural programme organised at the Prado Museum for the Heads of Delegation.

The ASEM Process, founded in 1996, has 51 Member States from Asia and Europe, plus the ASEAN and EU Secretariat – a total of 53 members that represent 55% of global trade, 60% of the world’s population, 65% of global GDP and 75% of global tourism.
