The Minister of Foreign Affairs, the European Union and Cooperation has travelled to China to attend the 2nd Belt and Road Forum (Beijing, from 25 to 27 April 2019)

​The Minister of Foreign Affairs, the European Union and Cooperation, Josep Borrell, travelled to the People's Republic of China to attend the 2nd Belt and Road Forum, which was held in Beijing from 25 to 27 April. Minister Borrell was invited by the Chinese authorities as a Special Representative of the President of the Government. The invitation was send by President Xi Jinping to the President of the Government on the occasion of the State Visit to Spain on 28 November.

This 2nd BRI Forum organised by the People's Republic of China was attended by 37 Heads of State and/or Government, including those from seven countries of the European Union (Austria, Hungary, Czech Republic, Greece, Cyprus, Italy, Portugal), in addition to seven "special envoys", with five Europeans among them (Spain, France, Germany, United Kingdom and the European Commission), as well as Japan and South Korea.

Minister Josep Borrell participated in the opening of the Forum, which was in charge of President Xi, at the High Level Meeting. Minister Borrell made a statement at the gala dinner, at the Great Hall of the People, and also intervened at the working lunch of the Leader's Roundtable, in which President Xi served as host.
The attendance of Minister Josep Borrell to this 2nd Belt and Road Forum confirms the positive approach that Spain maintains with regard to this issue, framed within the principles included in the EU-Asia Connectivity Strategy presented at the ASEM Summit (Asia Europe Meeting) on 18October.

Spain was present at the 1st BRI Forum, in May 2017, and is a founding member of the Asian Investment and Infrastructure Bank. The joint statement signed on the occasion of the visit of President Xi to Spain mentions the BRI initiative from a European point of view and, during said visit, a Memorandum of Understanding on corporate cooperation in third-party markets was also signed.

During his stay in China, Minister Josep Borrell also presented an important bilateral agenda, meeting with his counterpart, the Minister and State Council, Wang Yi, with whom he discussed the bilateral issues fostered by the State Visit. This is the fourth high-level meeting held between Spain and China in the last six months, which highlights the new dimension that the bilateral relationship has acquired. In addition, Minister Borrell held a meeting with members of Chinese think tanks to get a broader and deeper view of the Chinese reality and the Belt and Road Initiative.

Minister Josep Borrell also held a meeting with representatives of the main Spanish companies in China in order to know their impressions on the state of the business environment in China and to thank them for the efforts of Spanish companies. He also participated in an event with Hispanists at the Cervantes Institute in Beijing in order to promote our language.
