Bilateral consultations between Spain and Ecuador

​The Bilateral Consultations between Spain and Ecuador have taken place today in Madrid. The Spanish delegation has been presided by the State Secretary for International Cooperation and for Ibero-America and the Caribbean, Mr Juan Pablo de Laiglesia, and the Ecuadorian delegation has been presided by the Vice-Minister of Foreign Affairs, Political Integration and International Cooperation, Ambassador Andrés Terán.

These political consultations, developed pursuant to the General Treaty of Cooperation and Friendship between the Kingdom of Spain and the Republic of Ecuador of 1999, have enabled to confirm the good state of the bilateral relations and to review key matters regarding different areas. Both delegations have agreed to start working on a programme of activities in view of the 180 anniversary of the Treaty of Peace and Friendship, which established diplomatic relations between Spain and Ecuador, in 2020. They have also verified the significant presence of Spanish companies in Ecuador and the willingness to negotiate a new agreement for the Promotion and Reciprocal Protection of Investments (APPRI), which would be effective when the current agreement expires in 2022. Within the area of human mobility, both delegations have welcomed the strong human ties between Spain and Ecuador, and have expressed their willingness to enhance cooperation in matters which can contribute to the approval of the extension of the Schengen visa by the European Union, an Ecuadorian request which is fully supported by the Spanish Government.

Both countries have also addressed relevant international issues, namely those referring to the Ibero-American sphere and, in particular, to the crisis in Venezuela. With regard to this issue, both countries have confirmed their common opinion. Spain and Ecuador understand that the only sustainable way out of this crisis is the holding of presidential elections which comply with the international democratic standards and the Venezuelan regulations. With this conviction, both countries have recognised the head of Venezuela's National Assembly, Juan Guaidó, as interim president of Venezuela, so that he can lead the process towards the holding of said elections.   
Within the framework of the consultations, the XIV Joint Commission on Cooperation for Development has been held in Madrid, and the Act corresponding to the Spain-Ecuador Country Partnership Framework, which will regulate the Cooperation for Development relations between Spain and Ecuador for the period 2019-2022 has been signed. It establishes that Spain and Ecuador will continue to cooperate to promote Ecuador’s economic and social development according to its challenges in order to achieve the Sustainable Development Goals (SDG) within the 2030 Agenda framework. The consideration of Ecuador as a priority country regarding the Spanish Cooperation for Development has been also reaffirmed. The 2019-2022 Country Partnership Framework sets forth four main sectors: sustainable economic development; enhancement of research, development and innovation; social inclusion and equality, and habitability. It also adds three strategic areas of common interest: cooperation in human mobility; culture and development, and enhancement of public entities.

The holding of the Spanish-Ecuadorian consultations and the XIV Joint Commission on Cooperation for Development represent a new step towards the intensification of the close relations between Spain and Ecuador, which have been strengthened and extended to new areas, according to the opportunities and challenges of both countries.
