International Partnership against Impunity for the Use of Chemical Weapons

Last Friday 18 May, the State Secretary for Foreign Affairs, Ildefonso Castro, took part in a new session of the International Partnership against Impunity for the Use of Chemical Weapons in Paris.

Launched from a French initiative in late January this year, in the face of the alarming increase in cases of the use of chemical weapons and the absence of an international mechanism for the attribution of responsibility, this platform brings together 35 States.

The regulation to prohibit the use of chemical weapons began to take shape at the beginning of the 20th century after the massacres of World War One. This was consolidated when the Chemical Weapons Convention came into force, although it is being undermined by the increased use of these heinous weapons and the impunity of those that resort to using them.
 
However, this cannot cast a shadow on the valuable work of the Organisation for the Prohibition of Chemical Weapons (OPCW), which was awarded the Nobel Peace Prize in 2013. The Partnership supports the relentless, rigorous, committed work carried out by this organisation; one of the pillars of the international non-proliferation regime.

The most recent attacks, which took place in Douma (Syria) and Salisbury (United Kingdom), require a strong reaction from the International Community. Impunity is not acceptable: this is the conviction that unites these countries that are increasingly joining the International Partnership.

During the session in Paris, ideas were exchanged regarding how to continue to reinforce the prohibition regulation and the work of the OPCW, and how to fight against impunity for the use of chemical weapons.
