Plenary session on Missile Technology Control Regime (MCTR)

​On 7 October, the opening plenary session of the Missile Technology Control Regime (MTCR) takes place in the Dutch city of Rotterdam, which runs until 9 October. This meeting of the plenary session of the MTCR has been preceded, as it habitual, by the meetings of its three working groups of technical experts in licences and their application in order to exchange information.

The MTCR was set up in 1987 and currently has 34 Member States. The MTCR is a forum orientated towards controlling the export of material and technologies for the production of long-range missiles with a high load capacity. Spain has been a member of the MTCR since 1990, and hence a Spanish delegation takes part in the meetings of the plenary session and its working groups.

Spain’s interest in the MTCR has increased within the framework of the Spanish Presidency of the Committee established by virtue of Resolution 1540 of the United Nations Security Council, which seeks to avoid non-State bodies or terrorist groups gaining access to weapons of mass destruction and their delivery systems, as well as ballistic missiles.

Over the course of these meetings, the plenary session of the MCTR is due to tackle the most pressing issues in this field, such as possible measures to step up cooperation with other relevant bodies at an international level, such as the aforesaid 1540 Committee. It will also tackle the possible accession of new members with the aim of strengthening compliance with its goals.
