OFFICIAL STATEMENT 175
Situation in Bolivia

The Spanish Govern strongly condemns the escalation of violence in Bolivia that has caused 23 deaths and hundreds of wounded so far

18/11/2019

Spain shares the position of the United Nations High Commissioner for Human Rights and the Inter-American Commission on Human Rights about Supreme Decree 4078, which establishes the exemption from criminal responsibility under certain conditions for members of the Armed Forces who participate in the operations aimed at restoring domestic order. Any domestic order duties carried out by the Police and the Armed Forces must be performed in compliance with the Bolivian laws and the international laws on Human Rights.

Spain support the immediate opening of an independent investigation on the deaths in the conflicts occurred last Friday in Cochabamba. The Spanish Government again points out that the legitimate right to protest must be always exercised peacefully.

The stakeholders involved must contribute to restoring institutional normality and to holding new elections with all democratic guarantees as soon as possible as the only possible way out of the current crisis. The holding of said elections must be the main priority of the current acting authorities.
