OFFICIAL STATEMENT 171
Situation in Bolivia

On Sunday yesterday, the OAS audit published its preliminary findings regarding the elections of 20th October where, given the identified irregularities, it recommended holding new elections under the supervision of new electoral authorities. Subsequently, President Morales announced the call for these new elections and the appointment of new members to the Tribunal Supremo Electoral (court of elections). Spain laments the fact that the process initiated yesterday for a new election has been distorted by the actions of the military and the Police demanding the resignation of Evo Morales from the Presidency, which he later submitted. This intervention calls to mind past moments of Latin American history

The government of Spain reiterates the appeal it made yesterday on 10 November to all political bodies of Bolivia to work within institutional and peaceful means in order to hold new elections as soon as possible. This new call for elections, supervised by new electoral authorities in line with the preliminary recommendations of the OAS audit, must help to restore faith in the electoral process, as the democratic expression of the people’s will. This is the most appropriate approach for the country to emerge from this crisis.

The government of Spain calls all political bodies to overcome the current institutional vacuum faced by the Executive and the Legislature in accordance with constitutional procedures.

Spain urges all parties to avoid resorting to violence. The security of all Bolivian citizens must be urgently guaranteed, as well as that of representatives of the media, civil society and political actors across the spectrum. This includes ex-President Morales, his relatives and the members of his administration.
