Approval of National Action Plan on Business and Human Rights

​The Council of Ministers approved the National Action Plan on Business and Human Rights on Thursday, 28 July, upon a proposal from the Ministry of Foreign Affairs and Cooperation.

The plan seeks to apply, at a national level, the United Nations Guiding Principles on Business and Human Rights, adopted by Resolution 17/4 of the Human Rights Council. This plan embodies Spain’s commitment to protecting human rights, including addressing any impact that business activity may have on them, and furthermore responds to the call from the Upper and Lower Houses of Parliament to make progress on the subject of business and human rights in the form of non-binding bills and motions.

This plan also responds to the recommendations made within the framework of the European Union through its renewed strategy for 2011-2014 on corporate social responsibility and the European Union Action Plan on Human Rights and Democracy 2015-2019.

The plan also takes into consideration the 2030 Agenda on Sustainable Development approved by the United Nations General Assembly, which invites companies to align their corporate business strategy with the development goals to seek added value that this may contribute in developing countries.

This plan contributes to strengthening the competitive advantage of Spanish companies in the global market and offers companies an optimal framework for developing their business operations, preventing and mitigating risks based on human rights and strengthening their capabilities in this regard.

The text approved by the Council of Ministers is the result of a process that began back in 2013 and was developed through extensive consultations between different tiers of government, companies and civil society in the initial phase, which lasted almost two years, and was followed by intense inter-ministerial department coordination work over recent months. The plan sets up a Monitoring Committee that will assess the implementation of the measures established on an annual basis and will draft proposals to update them. In this way, the Monitoring Committee will firm up the introduction of the implementation measures, identifying those responsible for their application, the indicators for compliance and the schedule for their execution.

 

The approval of the National Action Plan on Business and Human Rights places Spain among the group of countries with best practices in an area of vital importance.
