Eastern dimension of the ENP
In its projection towards the east, the ENP received a strong boost in 2009 with the creation of the Eastern Partnership, conceived as a specific multilateral political framework for Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan, with the aim of speeding up their political association, extending economic integration and driving the mobility of their citizens. This Eastern Partnership has met, at a level of Heads of State and/or Government, at four summits to date: Prague 2009, Warsaw 2011, Vilnius 2013 and Riga 2015.

The EU has offered the countries of the Eastern Partnership the opportunity to sign Partnership Agreements (PA) that include the development of a Deep and Comprehensive Free Trade Area (DCFTA). The PAs/DCFTA constitute the most ambitious and generous offer that the EU has made to any third State aside from an enlargement process. These agreements contain a plan of reforms to draw these countries closer together politically and economically to the EU, whereby the aspect of the convergence of rules and standards are key. Ukraine, Moldova and Georgia have signed these agreements, which are currently in a phase of provisional application (except the trade aspect in the case of Ukraine, which will be applied as from 1 January 2016). Spain has ratified these three agreements.


Armenia is negotiating a new Framework Agreement with the EU, which takes into consideration its situation as a member of the Eurasian Economic Union. For its part, Azerbaijan also wishes to start to negotiate a new individualised “Strategic Partnership”. Finally, Belarus has a complex internal political situation that complicates relations with the EU, although steps have recently been taken to make progress on cooperation.
