Spain argues that victims of terrorism should play a central role in national, regional and global counter-terrorism strategies. To that end, it is committed to the adoption of a binding international law of a universal nature that specifically seeks to protect the rights of the victims of terrorism.
The European Network of Associations of Victims of Terrorism (NAVT), made up of 42 organisations, is one of the most important European associations in this field. Its main goal is to stimulate international cooperation between national associations and improve the representation of the interests of victims in Europe.
