Ibero-American General Secretariat (SEGIB)
The Ibero-American General Secretariat (Spanish acronym: SEGIB) has now been in existence for more than a decade. At its latest summit, held in December 2014 in Veracruz, its renewal was culminated to adapt it to the new reality of the Ibero-American Community, with the area of cooperation enjoying a particular boost.
The Ibero-American General Secretariat is a standing support body for the Pro-Tempore Secretariat in the preparatory tasks for the Ibero-American Summits, the main event held each year by the Heads of State and Government of Ibero-America, which has now changed to being held every other year with the next summit due to be held in Colombia in 2016. Set up in 2003 at the summit in Santa Cruz de la Sierra (Bolivia), it began to operate in 2005 as from the summit held in Salamanca (Spain). Since then, it has scheduled and coordinated the preparatory work for the summits and has served as a liaison body between the 22 governments that comprise the Ibero-American Summit of Nations.

At the 24th Summit in Veracruz, the Ibero-American Conference culminated the transition process after it was decided, at the 22nd Ibero-American Summit held in the Spanish city of Cadiz in 2012 to implement the renewal of this forum to adapt it to the changes that have taken place in recent years on both sides of the Atlantic. Worthy of mention among these reforms is the approval of the biennial nature of these summits, interspersing them with the biennial summits held between the European Union and Latin American and Caribbean countries. It was also agreed to introduce in the SEGIB the necessary reforms to make the secretariat more effective and to place greater emphasis on the issues of culture, cooperation and social cohesion.

With its headquarters in Madrid, the SEGIB was set up with the goals of:

- Contributing to the strengthening and cohesion of the Ibero-American Community and boosting its international projection.
- Collaborating in the preparation of the Summits of Heads of State and Government, in close cooperation with the Pro-Tempore Secretariat, which falls on the country hosting the event.
- Strengthening the work carried out in the field of cooperation within the framework of the Ibero-American Conference, pursuant to the Bariloche Agreement.
- Promoting the historical, cultural, social and economic ties between Ibero-American countries, acknowledging and offering value to the diversity of its peoples.
- Carrying out the mandates received from the summits and meetings of the Ibero-American foreign affairs ministers.
- Coordinating the different organisations of the Ibero-American Conference with the other bodies of the Community.

Enrique Iglesias, the first Ibero-American Secretary-General, held this post from 2005 to 2014. In February 2014, the Ibero-American foreign affairs ministers appointed Rebeca Grynspan as the new Secretary-General. Of Costa Rican nationality, Rebeca Grynspan was the Vice-President of the Republic of Costa Rica under President José María Figueres Olsen (1994-1998). She subsequently developed a successful international career which culminated with her appointment, in 2010, as the Assistant Secretary-General of the United Nations and Associate Administrator of the United Nations Development Programme (UNDP), a post she held until her appointment as the Secretary-General of the SEGIB.

In addition to its central headquarters in Madrid, located at Paseo de Recoletos, number 8, in the very heart of the Spanish capital, the Ibero-American General Secretariat has three sub-regional offices in Ibero-America, located in Mexico City, Montevideo and Lima.
